Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: The KCCE is a voluntary association of vocational education colleges which grant associate degrees in South Korea. Its main roles are to foster technical experts with knowledge and skills needed in a variety of fields of the job world, to improve the quality of the higher vocational education, to enhance the public understanding of it and to help people with pursuing for a job and lifelong learning, and to provide ?Advanced Courses of a bachelor's Degree? for the persons who has got an associate degree.
The KCCE has evaluated the vocational education colleges which are its members on the comprehensive scale including the operation and outcome of the programs and the supporting system in facilities, finance, and administration. Now, the KCCE has established an accrediting agency, the Korea Accreditation Board for Vocational Higher Education(KAVE) to assure and enhance the quality of Vocational Higher Education of the colleges in South Korea. on December 20, 2010. The KAVE started practicing its college accreditation activities from the year 2011. It is responsible for assuring the academic quality of post-secondary institutions.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: The KCCE was established on 22 April, 1987, and the Korea Accreditation Board for Vocational Higher Education(KAVE) was established as an accreditation agency attached to the KCCE, on September 4, 2009.
The main purposes of the KCCE are to support the development of South Korea's higher vocational education system by promoting inter-institutional cooperation in major issues common to two/three-year universities as post-secondary educational institution, which is named ?college? in Korea, and to represent the collective voice of colleges to the government to reinforce the autonomy, initiative, public accountability, and overall quality of higher vocational education. It began a formal evaluation of the colleges in 1995 and finished its second evaluation cycle in 2008.
In 2009, the KCCE recognized the need of keeping pace with the world trend of assuring the quality of education. So it established the KAVE, as an agency of taking full charge of the accreditation of the quality of higher vocational education. The KAVE was recognized as an institutional accreditation agency by the government on December 20, 2010, according to the new law. The KAVE, as an agency attached to the KCCE, has also been supporting college self-reviews on a biennial basis since 2009, and is conducting an industrial perspective-based evaluation of colleges in order to encourage the colleges to improve their education in compliance with the demands of the industry. The role of the agency is as follows; to promote the sincerity of the institute, to support the improvement of vocational education, to provide the information necessary for the public, and to search for and spread the good practices.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: The KAVE is an accreditation agency for ensuring the quality of high vocational education and is authorized by the Ministry of Education, South Korea. It is an agency attached to the KCCE, but it is independent of the KCCE in its operation. It has six members of staff including the president. It has two teams, which are the planning team and the management team respectively. The planning team is in charge of the planning and public relations of accreditation activities, the management of the committees such as the Committee of Evaluation & Accreditation and other accreditation practice-related committees, follow-up actions, cooperation and exchange with domestic and international quality assurance agencies. The management team is in charge of managing the pool of reviewers and selecting the external reviewers, the training for the internal reviewers of the colleges and the external reviewers.
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: The pool of reviewers
The reviewers are recruited publicly through the internet and official document for recommendation. Those with experiences in evaluation of educational institutes or programs can apply voluntarily or be recommended. Despite their registration, they can be selected as external reviewers only when they complete the reviewer training course given by the KAVE.

◦ The education and training of the reviewers
The most important things in the accreditation are the expertise and competency for review, and the reliability of the evaluation. Therefore, we think the systematic education and training of the reviewers is very important, and we regard those who have complete the training course as the precious members of the agency.
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: The agency is independent of the government or the member colleges of the KCCE by the law and the agency?s statute.The agency has developed the accreditation standards to evaluate the comprehensive educational activities and management for assuring the quality of the college education, and is conducting the evaluation or review by judging if they meet the standards. The standards are composed of the components for meeting the following needs or requirements.
- the needs for the equality assurance in higher vocational education by the stake-holders
- the basic requirements the students or the industry could naturally expect or need from the college education
- the special needs for achievement of the college specialization or development plan based on the mission and objectives of the institutes (or colleges)
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: The finance of the agency is composed of the accreditation fees and subsidies by the government. The institutes applying for the accreditation should pay the expenses for the evaluation and accreditation. The fees are charged differently depending on the student numbers of institutions. We classify the institutions into three groups by the size of student numbers, and charge the fees differently. The fees are estimated on the basis of the expenses for the accreditation activities and improvement of the quality assurance. The government subsidies are used for the construction of the agency?s infrastructure and improvement of accreditation activities.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: 1) Planning and scheduling for accreditation
◦ The whole schedule for accreditation is made with sufficient time before conducting the accreditation of the year.
- The KAVE reviews and improves the standards and criteria by collecting and reflecting the needs and opinions of the institutions and reviewers.
- The KAVE makes a reasonable budget on the basis of the accreditation schedule and activities by reviewing and ensuring its validity.
- The whole schedule for accreditation from application to accreditation shall be done within one year (12 months).
However, the schedule and process can be adjusted if necessary for the guarantee of an impartial and reliable evaluation.
- When the relevant college requests reevaluation, the reevaluation should be completed within two months.

◦ KAVE shall reflect a sufficient period in planning the schedule during which colleges of application and colleges of accreditation may perform self-diagnosis and conduct & maintain measures proper for ?the accreditation criteria.? Also, KAVE shall reflect an opportunity for consultation in the schedule in order that more colleges may participate in accreditation and perform self-diagnosis and self-helping efforts to enhance and improve quality of college education.
◦ In making the evaluation schedule for the accreditation, sufficient time should be given so that the institutions applying for the accreditation can perform the self-diagnosis and take actions for meeting the accreditation standards. Consultation time shall be included in the whole schedule to help the institutions to have enough time for taking actions for enhancing and improving their educational quality.
◦ The plans and schedules of the accreditation for the year are confirmed and approved through the review by the Accreditation Committee one or two months before the notice of application schedule. After the accreditation plan is confirmed, the KAVE shall hold a briefing session for its member colleges and related-external agencies in order to promote the understanding of accreditation and to encourage their application.

2) Publication of the accrediting evaluation plan and schedule
◦ The KAVE publicly announces the application period according the accrediting evaluation. The announcement includes the whole schedule for the accrediting evaluation, evaluation criteria and processes, and all the required documents.
※ The notification shall be done through proper methods the website and publications of the agency so that all the colleges, other related-institutions, and the public can be informed of the beginning of the evaluation.

◦ Institutions applying for the accreditation should fill in and submit ?the application form? with the name of an Accreditation Liaison Officer (the person in charge of coordinating the accreditation activities between the agency and the institution) for submitting. The Accreditation Liaison Officer (ALO) should participate in the education and training presented by KAVE in the future.
- The institutions(colleges) which want to apply for the accreditation should decide upon the participation in accreditation process within one month from the application-beginning day and submit the application form to the KAVE.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: 1) Reexamination application
◦ KAVE has a procedure in which an institution can appeal the result of the final accreditation by the Accreditation Committee and demand a reexamination.
◦ The reexamination functions as follows.
- To enhance the validity, reliability, and objectivity of the accreditation results of the KAVE
- To enhance the acceptability of the accreditation results by the institution
- To enhance the satisfaction of the accrediting activities of KAVE by expanding and sharing the understanding of the institutions

2) Follow-up inspection
◦ The follow-up inspection is to assess institutional compliance with all the accreditation criteria and requirements, and the quality enhancement plan of institutions.
◦ The follow-up inspection mainly aims to encourage the institutions to consistently maintain the qualification of the accreditation. Thus, the follow-up inspection has specific functions of
- Monitoring whether the accredited institutions consistently comply with the criteria for education quality
- Consistently analyzing, evaluating, and managing the results of accreditation, and improve the quality
- Encouraging and promoting the improvements in quality of college education

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
