Professional Summary Description: Educational Background: PhD Education, 1973 (Educational Management), Centro Escolar University, Philippines; MA Educational Management Studies 1967-68, Ateneo de Manila University, Philippines; BS Education 1966, Holy Trinity University, Philippines.rnrnProfessional Experience: Director, Office of Prgrams and Standards, Commission on Higher Education, Philippines; Former President of two state colleges in the Philippines (Palawan State College and Rizal State College, now state universities) for a total of 17 years. I retired from government service in 2009. Presently, I am Vice President for Program Development, Our Lady of Fatima University, Philippines. I also sit in the governing boards of three other HEIs.rnrnExperience in Institutional and program audit, quality assurance: I was Director-in-Charge of the IQuAME Program of CHED involved in the assessment of HEIs in their entirety as differentiated from accreditation of programs. As Director, I also supervise the training of IQuAME assessors who are later assigned to conduct institutional audit. I also served as Director-in-Charge of the Coordinating Council for Accreditation (CCA) which was created by the President of the Philippines to coordinate the programs and activities of the five accrediting agencies authorized by the government to conduct program accreditation.rnrnUntil 2009, I was a member of the Executive Board of AQAN (ASEAN Quality Assurance Network) and had done institutional audit in Malaysia, training of assessors in Cambodia, and had attended training workshops for senior assessors.
