Professional Summary Description: My professional profile
I am Maria Teresa SJ. Valdez, 52 years old, Filipino and a professor in one of the Philippinesâ?? state colleges located in Luzon island. I finished my Bachelorâ??s degree program (B.Sc. in Agriculture) in 1981 at the University of the Philippines Los Baños. I pursued M.Sc. in Animal Nutrition in De La Salle Araneta University and completed it in 1989. From the same private university, I obtained Ph.D. in Agricultural Science with specialization in Animal Nutrition in 1994. Currently I am into dissertation work for another doctoral (Ed.D.) degree program with field of specialization in Educational Management. My present dissertation work deals with assessing the impact of program accreditation on governance and management of state colleges and universities in the Philippines which I hope to complete in mid-2012. In 2008, I completed a three-month Integrated Course on Higher Education Institution Management sponsored the Commission on Higher Education, and Ateneo de Manila Universityâ??s School of Government.
I have been in the academe for the past 30.5 years and was, and still is, a very active role player in my institutionâ??s metamorphosis into a progressive state-run higher education institution. Having been designated as academic program chair, academic and research program coordinator, Assistant Dean then Dean of two institutes in my institution in different timelines, I was able to implement initiatives that led to improvement of our in-house quality assurance mechanisms. As Accreditation Coordinator of the College for the past eight years, I saw to it that all our academic programs are granted accreditation status, in fact I am now charting our institutionâ??s roadmap towards institutional accreditation.
At present, I am the Vice-President for Academic Affairs of the Tarlac College of Agriculture, a post that also includes coordinating the administration of all our graduate programs, and coordinating the internal assessment and accreditation of the institution.
Beyond the official tasks in my institution, I am also involved in the works of the Accrediting Agency for Colleges and Universities in the Philippines, Inc. (AACCUP) being one of the members of the Board of Trustees for more than five years now, and serving as the agencyâ??s treasurer for about four years. My partnership with AACCUP started in the year 2000 when I was trained as an accreditor. From then on, I have been involved in program accreditation works of the agency, first as an accreditor (evaluator/assessor), and later as team leader and overall coordinator (managing teams) of survey visits. With such accreditation tasks, I have evaluated the programs of more than half of the state higher education institutions in the country. For the first ever institutional accreditation work of AACCUP in one of Philippinesâ?? leading state universities, I served as the team leader, an experience which allowed us to identify the strengths of the agencyâ??s processes and procedures, as well as minor flaws which we readily subjected to review and revisions for a more efficient implementation in succeeding visits.
The other works for AACCUP which tapped my involvement includes: development of the agencyâ??s institutional accreditation instruments, including measurements thereof; review and revision of program instruments; development of the program performance profile (PPP) guide; development of the institutional profile (IP) guide; training of new accreditors; capability enhancement for senior accreditors; and accreditation report technical editing among others.
I have had international exposures pertaining to accreditation which enhanced my insights, capability, and worldview of quality assurance in the academe. In 2007, I participated in the International Workshop on the Development of Measurements for Higher Education Quality Assurance held in Pan Pacific Sonargaon Hotel in Dhaka, Bangladesh on May 30-31, 2007. This was sponsored by the Asia-Pacific Quality Network and coordinated by the American University Bangladesh. Last year, from April 12-15, I was a participant in Academic Performance Audit Observation Programme in Selangor, Malaysia which was sponsored by AACCUP and the Malaysian Qualifications Agency (MQA). The observation programme was held both in MQA headquarters and in International Medical University-Malaysia. Recently, I was at the 2011 Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) International Conference, and International Seminar on Selection, Training and Assessment of QA Reviewers in International Perspectives held in Taipei City, Taiwan from June 2 to June 6.
On top of accreditation work, I am an active researcher and development project implementer in the academe. I was a research affiliate of the International Potato Center â?? Usersâ?? Perspective With Agricultural Research and Development (CIP-UPWARD) based in Lima, Peru and my works are on development projects with cattle and sweetpotato farmers. Moreover, I act as resource person in the agencyâ??s in-country and Southeast Asian planning meetings and research forums. I have had research projects in collaboration with my countryâ??s national research agencies such as the Bureau of Agricultural Research, and Philippine Council for Agriculture and Resources Research and Development, with my researches focused on animal feed resources. I have published quite a number of research outputs in journals.
