Professional Summary Description: Richard Lewisâ?? career includes periods as Head of Department of Accountancy and Taxation at the City of London Polytechnic (now London Metropolitan University), Professor of Accountancy ay the University of Wales Aberystwyth, Assistant Director, Middlesex Polytechnic (now Middlesex University), Deputy Chief Executive of the Council for National Academic Awards (CNAA) and Pro Vice Chancellor (PVC) of the UK Open University. Upon completing his term as PVC of the Open University he served as Interim Chancellor, and later Associate Chancellor, of the United States Open University. He has recently retired from the post of Co Director of the Centre for Higher Education Research and Information (CHERI) at the Open University and is now an associate of the Centre. He has been engaged in a range of projects including the evaluation of a number of higher education initiatives both in the UK and overseas. He has also been heavily involved in the development of quality assurance arrangements in a number of countries in Europe, the Middle East and Asia.

The years he spent at the CNAA saw many changes. One of the most significant of these was the establishment of the first national Credit Accumulation and Transfer Scheme (CATS) for which he was managerially responsible. Another extremely important development was the process of â??accreditationâ? of the polytechnics and major colleges whereby they were given the right to approve and review their own degree programmes â?? an approach that was in many respects the forerunner of the current model of external quality assurance.

He has extensive experience of US higher education and in particular of its quality assurance system. In addition to the two years he spent in setting up the US Open University, he was a visiting Professor at the University of Washington, Seattle and served as a member of the International Commission of the US Council for Higher Education Accreditation (CHEA). He has an honorary doctorate from the State University of New York.

He has been heavily involved in international quality assurance. He contributed to the foundation of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE) in 1991 and was its President from 2003 to 2007.

He has acted as a consultant for the following organisations amongst others:
