2. Brief Description: 1. Accreditation Activities:
Conducted Accreditation visits to 02 programs of 02 Pakistani universities (List-D given in next box)

2. Self-assessment of Programs:
Planned, coordinated, organized self-assessment of 58 NUST Programs. The departments/programs were provided guidance/consultancy for undertaking self study/assessment process by arranging 33 seminars/workshops at NUST. Self assessment Reports were evaluated by QA Dte. The programs were asked to take remedial measures on the observations/findings to make up the deficiencies identified in the reports. The QA Dte follows up the progress till the actions are completed.

3. Brief Description: On behalf of HEC, I conducted 14 seminars/workshops for the training/capacity-building of the Heads of the Quality Enhancement Cells of the national universities as Master Trainer. The details of the events is given in the next box as List-E.

2. Consultancy/Training Activities at Universities:
Besides above activities, I have provided consultancy/training on self-assessment matters/ Internal Quality Audit to the faculty/staff of individual universities through 27 events. Details given in the next box as List-F.

4. Brief Description: 1. The Self-assessment of Programs and Internal Quality Audits require the feed back from the students, faculty, alumni and graduate employers. My directorate has facilitated filling of the feedback forms through an indigenous online system. The feedback/survey form used for this purpose have been given in the next box at List-G. The form submitted by any stakeholder is forwarded to me and the respective Head of the Department. The system summarizes the submitted forms to facilitate the department to draw conclusions for taking actions for the improvement.

Professional Summary Description: Muhammad Ismail is currently working as Director Quality Assurance at National University of Sciences & Technology (NUST), Islamabad since May 2005. Previously, he was commissioned in Pakistan Air Force (PAF) in year 1975, after getting his Master’s degree in Physics with roll-of-honour from Government College (Punjab University) Lahore. Later, he completed BE (Aerospace Engineering) at PAF College of Aeronautical Engineering (CAE), NED-UET Karachi, winning two gold medals. Then he got degree of MS (Aerospace Engineering) from University of Oklahoma (Norman Campus), USA. Besides serving at various PAF training units, he taught for about 11 years at CAE in three stints. He also carries experience of the Principal of a PAF College, Director of Studies at PAF Academy, Director of Education PAF, and Assistant Chief of the Air Staff (Education). All these four appointments demanded assuring good quality of education in PAF. Ismail retired from PAF in the rank of Air Commodore in April 2005. Besides other honours and awards, he is the recipient of 02 Commendation Certificates form Chief of the Air Staff and President’s Medal of Sitara-e-Imtiaz (Military) {Star of Excellence (Military)} for his meritorious services to the PAF and the nation.

In his present capacity, Ismail is dealing with the matters concerning HEC’s policies and programs for quality assurance/enhancement in higher education and their implementation at NUST. He has participated/contributed in numerous national and international conferences and workshops related to the field of quality assurance. He has many international publications to his credit.

He, as HEC’s Master Trainer, has untiringly worked for creating awareness about quality assurance/enhancement across Pakistan and providing guidance/consultancy for conducting self-assessment and internal/external audits through 27 seminars/workshops organized by the national universities and 14 by Higher Education Commission (HEC) Pakistan. At the International scene, he has presented 08 papers related to quality assurance/enhancement in the conferences organized by M/S Quacquarelli Symonds, APQN and others.

He is intimately involved in the Internal and External QA activities. In the field of Internal QA, Ismail plans, coordinates, advises and organizes the self-assessment of NUST undergraduate and graduate programs and sends self-assessment reports to the HEC after evaluating them. The 58 assessed programs have been advised to makeup the observed deficiencies. Besides, he is on the panel of approved accreditors of Pakistan Engineering Council (PEC) and has conducted the accreditation of engineering programs at different universities. Moreover, he spearheads the panels which conduct the Internal Quality Audit visits to the NUST Constituent Institutions to evaluate their quality of teaching/learning and research. He has conducted 20 such visits and prepared visit reports with recommendations to take remedial actions on the identified areas of improvement.

In the realm of External QA, Ismail is included in the Register of International External Reviewers of Oman Academic Accreditation Authority and has been involved in the Institutional accreditation of three Omani Institutions. Locally, he is on the HEC’s Panel of Institutional Evaluators and has conducted the evaluation of 10 Pakistani universities. He is the NUST focal / contact person for INQAAHE and APQN.
