Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: Higher Education Council in Northern Syria was established in 2016 and since its establishment, it has worked to develop standards and quality assurance systems for universities, academies, and higher education institutions in Syria and in the regional region.
Over the past few years, HEC has worked to develop its plans and implement the best practices for academic accreditation around the world, and has worked to sign memoranda of partnership and understanding with quality assurance councils, bodies, and agencies around the world, and worked to obtain membership in the most important international quality assurance networks.

Higher Education Council undertakes the following basic tasks:
Proposing a policy for higher education in all its specializations and levels, within the framework of the revolutionary general policy for managing in Syria.
Setting the general policy for scientific research in universities and institutes and directing it towards addressing social, economic, and cultural problems in Syria.
Preparing the necessary plans to implement the higher education policy and linking it to plans for economic, social, and cultural development.
Setting rules for accepting students in universities and institutes.
e- Coordination between universities and institutes in terms of integration, level of education, academic degrees, specializations, research, training, qualification, translation, and Arabization.
Setting rules for academic accreditation for universities and the conditions for granting and canceling it.
Propose the general budget for each of the universities, institutes, and institutions affiliated with the Higher Education Council.
H- Approving the budget of each of the universities, institutes, and private institutions affiliated with the Higher Education Council.
Expressing an opinion regarding issues of higher education in its various degrees before the higher councils.
Determining the duration of the study, examination dates, holidays, educational camps, and training.
Determining the types, styles, and methods of education.
Setting rules and conditions for delegation and selection of teaching assistants.
Setting rules and conditions for the appointment and promotion of members of the teaching staff.
Setting special rules for practicing the profession in universities and educational institutions affiliated with it.
Other matters related to it in accordance with the provisions of the laws in force.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: Vision: Higher Education Council is a comprehensive research educational institution that achieves excellence, quality, and mastery.
Higher Education Council achieves its objectives by building and investing human resources and knowledge as a strategic wealth and providing the infrastructure for knowledge transfer, settlement, generation, and dissemination to ensure the achievement of the objectives and development of the total quality system.
Mission: To provide educational and scientific research opportunities that are commensurate with the foundations and standards of global development and in line with the requirements of comprehensive and sustainable development and societal needs, and to deepen the linking of higher education institutions with society and to develop their performance and outputs according to approved standards of quality and excellence.
Objectives: Quality assurance has been a priority for the Bologna Process, but its mechanisms are not perceived as an end in themselves. Their ultimate goal is to enhance the quality of teaching and research and, in this respect, quality assurance agencies act as a support for institutions in their continuing development and, equally, have a key role as protectors of the public interest.
Higher Education Council, with the development of this Framework, is in line with the European Quality Assurance Reference Framework for Vocational Education and Training and, like the latter, has the following characteristics:

it is a reference tool to supervise and contribute to the constant improvement of the quality of this type of provision, basically defined by common instruments, descriptors, and quality indicators
its general objective is to guarantee and improve the quality of vocational training in the education system regarding systems (administrations involved) and institutions providing academic training.
In this regard, strategic lines of action, focusing on the following points, are proposed:

Organize a system for the coordination of quality that safeguards and systematically develops quality in education and educational services, both at the pedagogical and administration levels;
Converge with European recommendations regarding the European Quality Assurance Reference Framework; implement the Quality Assurance Reference Framework for Academic Training in the education system.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: Higher Education Council includes a number of committees specialized in quality assurance, accreditation, and external relations in the Council.

4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: Higher Education Council includes a list of independent experts who are responsible for reviewing educational programs and participating in the accreditation and evaluation processes. The Higher Education Council also works permanently and continuously to support its list of experts with international experts. Therefore, it is constantly and continuously launching calls to contract with international experts.

5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: Independency of Higher Education Council:
Higher Education Council is a fully independent academic scientific body that is not subject to any considerations or interventions by any third party, and its decision-making authority is independent and has the legal, scientific and academic authority to grant and withdraw accreditation from higher education institutions.

6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: Higher Education Council is a non-profit scientific academic body. The Council depends for its funding on the fees of the institutional and programmatic accreditation processes of the institutions it accredits. In addition, the Council receives individual membership fees from individuals who apply for its membership, and a nominal fee from participants in the conferences it presents.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: During the past years, the Higher Education Council has not carried out any external evaluation processes, however, all standards and requirements for external accreditation such as the self-evaluation process, field visit, and accreditation structure are available upon request
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: Higher Education Council has adapted the Internal Quality Assurance Units (IQAUs) and a broad framework has been prepared with the involvement of all the stakeholders. It has to be emphasized that there should not be any strict directives or instructions as to how to develop IQA mechanisms within the context of each institution. The idea is for each and every institution to develop its own system which is most appropriate to the institutional environment and uniqueness.
It is expected that the IQA mechanisms would bring the staff members in the same institution together to share and learn from each other, publicize the good practices, and appreciate the achievements and contributions of one another. Further, the implementation of IQA mechanisms would create a sense of responsibility and a new awareness of the process approach throughout the institution.
The ultimate goal of the IQA mechanisms is to create (or inculcate) the ‘Quality Culture’ within the institution, which would be based on an internal system of continuous quality which seeks to provide a quality education through a holistic approach on a day to day basis.

Higher Education Council is the only QA agency for higher education providers in North Syria. Our operation is controlled and granted.

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.

Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
