Criteria Requirements for Intermediate Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary education institutions or post-secondary quality assurance agencies
Description: The Asia Theological Association (ATA), through its Commission for Accreditation and Educational Development (CAED), maintains a regular schedule of visits to its member institutions. The principal reason for these visits is for accreditation evaluation.

In preparation for such visits, the institution will complete a thorough stakeholder study followed by a comprehensive self study. The preparation time for the visit will take the institution from 6 months to a year. When the stakeholder study and the self-study are completed, they are sent to the CAED Secretary for assessment. If the documents are found to be in order, the CAED Secretary will arrange for a Visiting Evaluation Team to go to the school as part of the peer evaluation process.

An ATA Visiting Evaluation Team (VET) is composed of 3 members. It normally includes at least one person who is a member of the CAED, one person from a neighboring country, and one person from within the country. VET members have earned doctorates and are active in theological education.

Visits usually last about three days. VET recommendations are shared with the leaders of the institution at the end of the visit. The reports of the VET are sent to the CAED Secretary, who distributes them to the CAED members by e-mail. The CAED members respond electronically on whether or not they agree with the report. If the majority of the CAED members agree, the report and recommendations of the VET are approved. If the CAED cannot agree electronically, the decision is postponed until the next face-to-face meeting of the CAED. There the matter will be resolved through discussion and voting. Visits for accreditation renewal are scheduled every five years.

Institutions are free to appeal the decisions made by the CAED. The process involves writing a letter to the Secretary of the CAED or the General Secretary of the ATA. Normally, the matter is resolved within six months.

Proof of the organisation’s good standing with the local QA agency
ATA is a member of the International Council for Evangelical Theological Education (ICETE), a global community, sponsored by nine continental/regional networks of theological schools, to encourage international contact and collaboration for excellence and renewal in evangelical theological education worldwide. ICETE represents the point of cooperative intersection among a formal constituency that covers all parts of the world, with a combined constituency of more than 872 evangelical theological schools in 113 countries. ICETE was founded in 1980, and operates under the auspices of the World Evangelical Alliance (WEA). CIQG advances understanding of international quality assurance and promotes high-quality higher education in today’s competitive and international world. However, the ATA accredited schools in the Philippines are recognized by CHED. ATA has formed a consortium of these accredited schools known as Asia Graduate School of Theology which is recognized by CHED (please see attached document). Individually, these schools have been granted CHED recognition for many years now. Dr. Theresa Roco Lua, Secretary of Accreditation and Educational Development, Asia Theological Association has been serving as member of the CHED Technical Committee for Christian Formation for two years now while Dr. Joseph Shao, the ATA General Secretary has been serving for almost 10 years now. CHED values the role that an international accrediting agency like ATA is playing in upholding quality standards for CHED recognized theological schools.

Measure: APQN accepts as Observers organisations outside the Asia-Pacific region, including: external quality assurance agencies; institutions with a major interest in evaluation, accreditation and quality assurance in higher education; other regional networks that have major interests in and strong links with the region
