Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: The National Institution for Academic Degrees and University Evaluation (NIAD-UE) was established based on the Law concerning the General Rules of Independent Administrative Institutions and the National Institution for Academic Degrees and University Evaluation Law. The institutionâ??s mission is to contribute to further development of higher education in Japan. In order to raise the quality of education and research at higher education institutions (universities, junior colleges and colleges of technology) and inter-university research institutes NIAD-UE conducts evaluations of teaching conditions and research activities at these institutions. At the same time, in order to realize the society in which the outcomes learners earned at diversified higher education institutions, such as non-university institutions, are duly appreciated, NIAD-UE assesses the results of various learning provided at the higher education level and awards academic degrees to learners recognized as having fulfilled required academic standards.

2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: Our roles are:
To encourage universitiesâ?? self-motivated improvements of their education and research activities through evaluations.
To promote uiversitiesâ?? accountability and to win broad public understanding and supports by disclosing the evaluation results.
To award the academic degrees (bachelorâ??s, masterâ??s, and doctorate) in accordance with the guidelines prescribed by the School Education Law.
To conduct surveys and researches for pursuing effective quality-assurance and degree-awarding systems for/in higher education institutions.
To collect and disseminate information on the evaluation of the higher education institutions and the various learning opportunities at higher education level.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: The total number of the full-time positions is 152, including 15 executive/administrative staff and 29 academic staff positions.

Measure: The profile of the reviewers is consistent with the Mission Statement
Description: NIAD-UE requests associations of universities and other related organizations to recommend candidates of reviewers. It nominates and appoints the reviewers from the pool of candidates. Our committees compose of academia members and outside academia members.

5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: NIAD-UE is established based on the Law concerning the General Rules of Independent Administrative Institutions. Article 3,of the law guarantees independence of the activities implemented by the Independent Administrative Institutions. Our final judgement and recommendations cannot be changed by third parties.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: NIAD-UE works on a budget of around two billion (2,000 million) yens a year. Most of the budget are from the government subsidies.

7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: NIAD-UE has â??Standards for Universities,â? â??Standards for Junior Colleges,â? â??Standards for Colleges of technology,â? and â??Standards for Professional graduate schools (Law Schools).â?
NIAD-UE has the review manuals for self-study/ self-evaluation, external review and site visit. Those guidelines are distributed via hard copy and Internet.

8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: NIAD-UE established the Trial Evaluation Verification Committee, composed mainly of outside experts, to clarify both the successful aspects and problems highlighted by the trial university evaluations conducted from FY2000 through FY2002. The committee verified the evaluation framework, process, results and outcomes from multiple perspectives and reported in mid of 2004. The verification results and recommendations have been adopted for the new evaluation scheme started in 2004. For the active evaluation systems when substantive matter, such as standard, methodology, evaluation process, etc. is changed, the draft is opened to the public for recruiting comments in order to assure the fairness and transparency.

Besides, all of our evaluation activities are objectives of the annual and mid-term evaluations implemented by the Committee for the Evaluation of Independent Administrative Institutions and they are assessed year by year.

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
Proof of recognition as a Higher Education Institution: Applicable Only For Institutional Members
Proof of the organisation’s good standing with the local QA agency: Applicable Only For Institutional Members

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
