Description: ACC has been established as a legal mechanism for administering the accreditation of higher education for all higher educational institutions in Cambodia. ACC is carrying out institutional accreditation as its work method with 5 year interval for full accreditation and 3 year interval for provisional accreditation.

Description: ACC mission is to ensure and promote academic quality for greater effectiveness and quality consistent with international standards by determining the organization of structure, roles, functions, and duties regarding the administration of the accreditation process of higher education for all HEIs which grant degrees in the Kingdom of Cambodia.

Description: ACC employ two levels of officials
1- Level One: The Board: The Board led by a Chairperson who is also a deputy Prime Minister and a Vice-Chairperson who is Minister of Education, Youth and Sport. There are other 5 elected senior Cambodian citizens with knowledge of higher education plocy and management as members. Staff at this level is the policy and decision-making.
2- Level Two: The ACC secretariat: led by one Secretary-General and two Deputy Secretary-General. The secretariat consists of three supporting departments with over twenty officials. Staff at this level is technical and administrative people.

Description: ACC is at its emerging stage which is now on the process of developing instruments and training external assessors. There is no profile, neither report of assessors, reviewers available at this stage. However, ACC carry out Foundation Year Program site visit in the first quarter of 2006.
In September 2005 with technical and financial support from APQN, ACC will have assessor training for the first time. ACC assessors, as stated in ACC circulation, are those who have at least Master degree in any field currently available if HEIs in Cambodia with at least 5 year experience.

Description: ACC is technically independent from all influences. Royal government of Cambodia has ACC established as a separate body from the Ministry of Education, Youth and Sport to ensure that its decision is not influenced by agency with close relation to HEIs. Further more, ACC make decision based on voting from all ACC members.

Description: ACC is mainly financed by the Royal Government of Cambodia. Currently ACC additional financial source is grant from the World Bank for 3 year period (2005-08)

Description: ACC, like many other accrediting agencies, employ a transparent process for accreditation. This includes:
1-Self-assessment: HEIs conduct self-assessment and write report on their findings. This report is sent to ACC secretariat along with application for accreditation.
2-Site visit: ACC secretariat carefully examines the self-assessment report. In the case, the findings by HEI convincing to be appropriate for accreditation, ACC secretariat will form a team of assessors for site visit to verify if the report reflects reality of the scene. ACC Assessors are professionals independent from any influences. Assessors will write report on what they find in the fields, compare and contrast what has been stated by HEI in its self-assessment report, and their recommendation on accreditation.

Description: There are two types of QA in Cambodia, external and internal QA. ACC is in charge of external QA while internal QA is shared by ACC and the Ministry of Education, Youth and Sport. External QA is mainly based on minimum standards developed by ACC. The standards shall be revised occasionally as needed.
Each HEI which grants degrees in the Kingdom of Cambodia shall be subject to an accreditation process. The provision of accreditation of higher education shall be made through an evaluation relative to attainment of a basic minimum standard as a condition for all higher educations. The academic basic minimum standard for all HEIs is an evaluation of the performance of each HEIs as specified by Article 9 of the Royal Kret. ACC shall spell out details regarding the basic minimum standard requirement.

Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
