Description: Yunnan Higher Education Evaluation Office (YHEEO) officially founded in June of 2006 is one of the buffer higher education evaluation institutes which were first established in China.
Upon the formal approval of Education Department of Yunnan Province and the recognition of Provincial Administration for Industry and Commerce, YHEEO has the qualification of professional education evaluation, focusing on higher education evaluation and intermediary consultancy service. It enjoys its independent legal person status. YHEEO is located in Research Institute of Higher Education in Yunnna University.

After full discussion and preparation, Yunnan Higher Education Evaluation Center (YHEEC) was officially funded in February of 2006. Upon the direct leading of Provincial Education Department and with the support of the Expert Committee, YHEEC relies on highly-specialized researchers to carry out its operation. Based on the nature and type of the programme, YHEEC co-works with YHEEO.

What is the relationship between Yunnan Higher Education Evaluation Centre (YHEEC) and the Yunnan Higher Education Evaluation Office (YHEEO)?

Yunnan Higher Education Evaluation Office (YHEEO) was approved in April 24, 2000 and officially founded in June of 2006, which is an independent buffer higher education evaluation institutes. (See the attachment)

Yunnan Higher Education Evaluation Centre (YHEEC) was funded in February of 2006 which is financially supported by the Education Bureau of Yunnan Province. So YHEEC is one sub-branch of YHEEO.

It is the standards issued by Chinese higher education evaluation center of the Ministry of Education and is available in Chinese.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: Mission: We firmly hold on the mission of â??identifying things` nature with more attention to humanityâ?.
Principle: We obey the principle of â??being objective to reliable materials and neutral to evaluateâ?.
Objective: To dedicate ourselves to Higher Education Quality Assurance service in HEIs in Yunnan Province, and to help them to operate its function, improve its quality and carry out international cooperation.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: At present YHEEO sets up four specific duty managing posts , one chief director, one office director, and two accountants, who are responsible for daily operation. Besides, there are 5 researchers to carry out higher education theory research and evaluation.

YHEEO has subordinates office, evaluation research office and evaluation think tank. YHEEO`s main function is as following:
(1) Accepting the entrustment of government, schools and the public, organizing all kinds of higher education evaluation;
(2) Carrying out scientific verification of provincial HE evaluation projects with the overall management, negotiation;
(3) With the support of the special organizationâ??s academic authority, reinforcing the evaluation direction and personnel training;
(4) Developing education theory research and academic exchange,;
(5) Building up higher education evaluation information platform in Yunnan province, promoting HEIs` information exchange, and publicizing HEI evaluationâ??s data.
Now 7 years has passed since the founding of YHEEO. We have gradually formed a characteristic of strong academic team, multi evaluation programs, and diversified research direction. It is true that YHEEO has indeed brought its evaluation function into full play .
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: YHEEO team has 3 professors, two associate professors, one associate researchers among whom are five doctors and one doctor candidate. It is one gigantic potential academic innovative team with excellent quality and productive achievement, as well as a rational knowledge, age and resource structure.
Prof. Dong Yunchuan, the legal representative, has higher scholarly attainments and innovative learning thought. He has a strong harmonizing organizational capability and cooperation effect in team. He is director of Research Institute of Higher Education in Yunnan University, secretary-general of Association of Higher Education in Yunnan Province, vice-director of the Center for Higher Education Evaluation in Yunnan Province, trustee of Chinese Association of Higher Education, trustee of National Institutional Research Committee, director of Evaluation Agency of Higher Education in Yunnan Province, etc.
In recent years, Dr. Yunchuan DONG has presided more than 10 national and provincial research items, acquired many excellent prizes in teachings and research; published more than 40 theses about innovation and development of higher education; published 2 monographs, one is â??On the Relationship among Chinese University, the Government and the Societyâ?, which acquired the prize of excellent doctoral dissertation in Huazhong University of Science and Technology and the prize of excellent monograph in Chinese Association of Higher Education, the other monograph is â??Seek for University Spiritâ?(3rd version), which caused much influence in academic research and acquired excellent prize of province teaching as well as the most bestseller of the National Publication Association of Higher Education Institutions.

Our Peer reviewers are all of the evaluation items issued by Chinese higher education evaluation center of the Ministry of Education.
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: YHEEO enjoys independent legal person status, independent finance and independent operating mode.

(1) Exploring education theory and quality assurance system of Higher Vocational and Specialized Schools.
(2) Strengthening quality consciousness in the process of school running.
(3)Improving the macro-management to higher vocational and specialized colleges.
(4)Forming the moderate cooperation and competition mechanism between higher vocational and specialized colleges.
(5) Ensuring the channel for collecting information of teaching and management in higher vocational and specialized colleges.
(6) Paying attention to rationality in discipline and specialty structure for the experts in the Evaluation Think Tank.

Yunnan Higher Education Evaluation Office (YHEEO) officially founded in June of 2000 (one of the buffer higher education evaluation institutes which were first established in China). In order to get some evaluation projects for the local government, they set up a new branch--Yunnan Higher Education Evaluation Center (YHEEC, officially funded in February of 2006).

Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: YHEEO is attached to Research Institute of Higher Education in Yunnan University. With the intervention of professional organization, it shares its academic advantages and specialty, the professional service such as evaluation, decision consulting and so on. Especially in its behavior, it can insist multi-value and the opinion of social extensive involvements. Thereby, it can guarantee the combination of objectivity, democracy, fairness and benefits in evaluation.
(1)Management Information System. The Information System of Higher Education Management is supported by higher education pedagogy in Yunnan University which has been made full use of all resources such as teachers, research projects, the achievements, academic degrees and graduate education, books materials, academic communication as major information source. It also develops information browsing, consulting, publishing, serving, searching professional book information service, academic communication and discussion service on the internet and network classroom for graduate students in higher education discipline even in the field of higher education.
(2) Specialized books and reference materials. As an important composition of higher education, at the same time, as one of the important support of the information centre for higher education, construction of the professional books and reference materials is a very important and necessary process. Professional books and reference materials not only serve for science, but also for the reform of Yunnan University and the development of higher education in the whole region.

The Centre is a part of the Research Institute of Higher Education in Yunnan University but what are your funding sources?
Finance comes from tow parts: (1) the Education Bureau of Yunnan Province; (2) the Research Institute of Higher Education in Yunnan University.

We have finished 15 higher vocational colleges to date, and we have written 15 reports.

Description: 1. External quality assurance criteria
(1) Strengthening the systematic evaluation.
(2) Forming and creating a good educational evaluation environment.
(3) Intermediary orientation.
(4) Scientific development.
(5) Standardized operation.
2. External quality assurance processes
(1) Strengthening quality assessment study to upgrade the professional level of assessment.
(2) Based on the relevance of indicators and relevance between indicator and non-indicator evaluations.
(3) To further complement and improve the implementation of regional assessments of the methods of operation.
(4) Establishing m the Think Tank from by dynamic, interactive information collection methods.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: 1. Evaluation, coordination, guidance and scientific research center on quality assurance. Four working tasks have been established in the recent two years.
(1) Accept the appointment of the government, schools and social communities and organize the operation of all kinds of evaluations. At present, there are two provincial evaluations on â??Undergraduate Teaching Level pre-evaluationâ? and Level Evaluation of HEIs.
(2) With the permission of the government or schools, we are performing scientific accreditation, management and coordination.
(3) Take advantage of academy and strengthen the professional guidance of education evaluation the training of the staff.
(4) Unite the strength of evaluation experts and scholars and carry out the research of education evaluation theories and academic exchanges.

2. Education service
(1) Carry out educational systems, programs accreditation, specialized consults and plan making for education units and the relevant social communities.
(2) Practical proof for the newly built public and private universities and independent colleges and higher profession colleges.
(3) Evaluate the higher universities teaching level in advance.
(4) Train the higher education evaluation staff.
(5) Undertake the exchanges and cooperation among the education evaluation agencies. Research and discuss evaluation theories and technologies. Accept evaluation programs, build cooperation network, edit and publish relevant evaluation materials.
(6) Develop the products on higher education evaluation, including various schools evaluation schedules (colleges or departmentâ??s evaluation, majorâ??s evaluation, courses evaluation) and develop evaluation software.

3. Program evaluation:
(1) Level Evaluation of HEIs.
(2) Evaluate the major level.
(3) Evaluate the courses.
(4) Evaluate the quality of school-leavers.
(5) Evaluate the labs.
