Criteria Requirements for Intermediate Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary education institutions or post-secondary quality assurance agencies
Description: According to the Decision No. 86/2008/QĐ-TTg by Prime Minister dated 09 July 2008 defining the functions, tasks, powers and organizational structure of the General Department of Vocational Training under Ministry of Labor, Invalids and Social Affairs (Article 1, and Item 9 Article 2), General Department of Vocational Training (GDVT) is an Agency under the Ministry of Labour, Invalids and Social Affairs (MOLISA) responsible for assisting the Minister of Labour, Invalids and Social Affairs in state management of quality of vocational training including:
i) to manage and organise implementation of vocational quality accredication;
ii) to guide and check vocational quality assurance and self-accreditation of vocational quality;
iii) to recognise, issue and revoke certificates of accredited quality;
d) to make public the list of accredited vocational institutions and training programmes;
iv) to organise technical and professional training for vocational training accreditors and quality control staff of vocational institutions; to issue and withdraw certificates of vocational quality accreditors.

- To undertake above-mentioned functions and tasks, GDVT established Department of Vocational Training Accreditation (DVTA). DVTA is an agency of the GDVT which performs the functions of counseling and assisting the General Director of Vocational Training in state management of quality accreditation for vocational training on the national scale.

2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
The process of industrialization, modernization and international economic integration in Vietnam requires a high-tech labor force of growing quantity and quality.
Therefore, vocational training accreditation is currently a matter of great concern of the government and the state - management agency of vocational training. has been identified as one of the most important tools to ensure the quality of vocational training

However, it should be noted that the quality assurance and accreditation remains at the initial stage of development in Viet Nam. Law on Vocational Training which came into effect from 2007 has one Chapter regulating Quality Accreditation for Vocational Training; Regulations on Criteria and Standard Systems for Accreditation of Vocational College and secondary schools, Regulations on external reviewers, accreditation procedure were issued and applied in 2008. Vocational training accreditation in accordance with the above-mentioned legal regulations officially began in Viet Nam with the pilot accreditation of 15 vocational colleges and secondary schools in 2008.

For the period 2009-2010, the GDVT has decided to continue pilot activities towards some selected vocational colleges and secondary schools and begin the pilot of vocational centers. GDVT has identifed the orientation of focusing on issues related to assessment of pilot activities, improvement of relevant legal system, and guidance of expanding accreditation activities in this time.
For the period 2011-2020, the GDVT will implement vocational training accreditation nationwide. The plan for this period has been set up with the main objectives as follows: by the year 2020, 100% of vocational colleges and vocational secondary schools, vocational centers and training curriculums of intermediate level, and advanced level will be accreditated.
