To the President of Asia Pacific Quality Network
JSC "Republican Scientific and Methodological Center of Technical and Vocational Education Development and Qualification Assignment" (hereinafter - JSC "RSMC") would like to express its deepest respect and offer cooperation with Asia Pacific Quality Network.
JSC "RSMC" was created in 2005; the main objective is the modernization of the vocational education and training (hereinafter – VET) system in line with the industrial-innovative development of Kazakhstan's economy.
JSC "RSMC" is the multifunctional organization of development of VET system and has branches in all regions of the Kazakhstan and. The main activities of JSC "RSMC" are:
- Development of VET content;
- Assessment of the qualification level of the college graduates and qualification assignment;
- Conducting a research of the VET problems in Kazakhstan;
- Methodological support of the colleges;
- Development of partnerships and international relations.
Also, JSC "RSMC" conducts training and seminar for VET teachers and instructors with the issuance of certificates in various major regional centers.
Since 2005 JSC "RSMC" issues a certificate of qualification assignment, conforming to state sample. Nowadays, JSC "RSMC" covers more than 90% of VET graduates and assesses their knowledge. Since the establishment JSC "RSMC" formed the electronic database of certified graduates by region and updates annually.
The procedure for accreditation have been reflected in the State Program of Education Development of the Republic of Kazakhstan for 2011-2020 (hereinafter - Program). Program objectives include the formation of the public-private educational management system; integration into the world educational space; increasing the quality of education that meets the needs of the labor market and etc. The program associated with the implementation of the principles of the Bologna Declaration reflects independent accreditation as an important area of quality assurance. According to the Program, by 2020, 65% of universities and 20% of colleges should be accredited. Eventually, state accreditation will be completely replaced by a national institutional accreditation for universities and colleges.
JSC "RSMC" would like to show interest in accrediting colleges. Nowadays JSC "RSMC" has developed the following necessary documents:
- Standards of institutional and specialized accreditation of VET colleges;
- Guidelines for the procedure of self-confidence of institutional and specialized accreditation;
- Guidelines for organizing and conducting external review (audit) in the process of accreditation of VET colleges;
- Regulation of the Accreditation Board and etc.
JSC "RSMC" has the database of experts in the field of quality assurance.
JSC "RSMC" would like to start cooperation and sign an agreement with the Asia-Pacific Quality Network for long-term cooperation. Also, JSC "RSMC" would like to become an associated member of the Asia Pacific Quality Network and is willing to pay the Initial Joining Fee and annual Membership Fee.
