Description: VNU – HCM Center for Education Accreditation (VNU-HCM CEA) was established and licensed to operate by the Ministry of Education and Training, Vietnam under Decision No. 5570/QĐ-BGDĐT on November 22nd, 2013 and under Decision No. 5129/QĐ-BGDĐT on November 4th, 2014. VNU-HCM CEA is resposible for (1) reviewing the quality at institutional or programme levels of univeristy institutions and pedogical colleges in Vietnam; (2) recognizing educational institutions and programmes that meet educational quality standards.; and (3) organizing Accreditor Training Programme. Until now, VNU-HCM CEA has evaluated and recognized more than 200 programmes and 60 institutions; trained nearly 500 accreditors.

Description: VNU-HCM CEA has issued and popularized the mission statement and objectives as follows:
Mission: VNU – HCM Center for Education Accreditation is committed to providing professional educational quality accreditation services to contribute to enhancing the quality and effectiveness of education in Vietnam, actively fulfilling its social responsibilities, and serving the community.

Description: VNU-HCM CEA has 15 full-time staffs including The Board of Directors, leaders of divisions and staffs. VNU-HCM CEA is led by Associate Professor Doctor Le Ngoc Quynh Lam who is the famous expert in quality assurance and accreditation. The staffs are frequently provided professional knowledge and given opportunities to spend real experiences nationally and internationally. The staff capacity is completely consistent with the Center’s mission.

Description: VNU-HCM CEA has 18 full-time education reviewers/accreditors who were trained through Accreditors Programmes and granted education accreditor licenses by Misnistry of Education and Training to implement assessing activities at higher education universities. Besides, the Center has cooperated with nearly 100 accreditors who are experts from univeristies in Vietnam to implement external reviews.
With the number of reviewers/accreditors and their experience in quality Assurance and Education Accreditation, the Center has sufficient human resouces to carry out the Center’s mision.

5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties

Description: According to the process of accredition regulated by the Ministry of Education and Training, the judgements and recommendations written in the VNU-HCM CEA’s external evaluation reports are approved by the Council of Education Accreditation – VNU-HCM CEA. There are no third parties being involved to change the results as well as the recommendations for institutions. All decisions are made by VNU-HCM CEA independently with no any influences from others.

Description: In finance: VNU-HCM CEA is a financial independent organization. The finance resources mainly come from external evaluation services, accreditor training programmes, quality assurance and accreditation consulting services for institution and other. Revenue sources to maintain operations are increasing steadily. At the moment, annual revenue is estimated of nearly 16 billion VND. The financial resources from the year of 2020 to 2024 are shown in the attachment.
In human resources, as mentioned in criterion 3 and 4, VNU-HCM CEA has sufficient human resources to implement activities that contribute to gain mission statement and objectives.

Description: The circular 13/2023/ TT-BGDDT regulates that all the Centers of Accreditation have to evaluate by The Ministry of Education and Training. This circular will take effect from 11 August 2023. At the moment, VNU-HCM CEA is in process of writing Self Assessment Report and will be assessed by the Ministry of Education and Training in the beginning of 2025. Eventhough, VNU-HCM CEA is applying ISO in the process of quality assurance.
The criteria for quality assurance which is regulated by the Ministry of Education and Training includes 5 standards with 25 criteria and is described below:

We are currently planning to be evaluated by the internation organization in 2025.
