Examples of Experience: National & International Consultations / Audit / Review
1. Brief Description: As a researcher at the Research and Planning Department at the Pontificia Universidad Católica de Chile (from May 2002 to July 2004) from an institutional analysis perspective, I contributed to the University’s internal quality assurance and accreditation process. Specifically, in reporting directly to the University Provost, I supported the decision-making of the University’s board of directors by managing, designing, and executing studies/projects related to internal QA such as: “In-Depth Analysis of the Chilean Higher Education System,” “Analysis of Demographic and Academic Performance at PUC,” “Strategic Analysis of PUC Selectivity,” “New Academic Projects’ Evaluations,” “Quantitative and Qualitative Studies: Undergraduate Students Satisfaction Survey (Academic, Administrative and Facilities Issues)”, and Faculty Satisfaction Survey (Academic Evaluations Systems and Facilities).” In all those projects, I not only analyzed and reported data but also -due to a continuous collaboration and dialogue with the academic and administrative community- promote and enhance the culture of quality assurance.

2. Brief Description: The Chilean National Council of Education is charged with administrating the licensing system for new institutions of higher education and serve in the event of an appeal in relation to accreditation decisions made by the National Accreditation Commission. My current position as Head of Research and Planning Information Department at the National Council of Education, allows me to actively participate in both processes – licensing and accreditation appeals (more than 10 processes). I review and analyze institutional reports, make suggestions based on my assessments for improvements. I supply not only measurable variables to help develop the context, but also qualitative information.

3. Brief Description: At the National Council of Education, I provide the overall coordination and production of information from varying educational actors (applicants, students, researchers, managers of institutions, and public authorities), in order to accomplish the strategic objectives of the National Education Council to include the preparation and publication of concise written publications in the form of periodicals, website, and reports, such as INDICES and the journal, “Quality of Education” of the National Council of Education. INDICES have published statistical analysis of data collected from more than 10,000 Chilean programs of 160 higher education institutions such as enrollment, retention rates, resources, as well as, supported with other system and institutional reports; now we are moving forward to include quality indicators as part of INDICES and to develop benchmarks by type of institution and lead international comparisons.

4. Brief Description: While working as a researcher at the Chilean Ministry of Education, I administered many surveys to students and higher education prospective students. For example, in 2010, I designed and administered a survey to a sample of 13,445 high school students in Chile. Participants in the study were requested to respond to a paper and pencil seven item survey aimed at obtaining information regarding their access to coaching programs for higher education admission test and their aspirations in pursuing studies in higher education, among others. In 2011, I collaborated with Yale University and Brown University professors in developing and fielding a survey and then conduct a field experiment to measure how informed students’ decisions are and how policy can be used to impact students decisions. The survey was electronically administered to approximately 47,020 students in Chile.

Professional Summary Description: Doctor´s degree in Education with 15 years of experience in Higher Education. Highly motivated and dedicated to improve higher education systems in terms of equity and quality. Exceptional ability to establish cooperative and professional collaboration with academics, administrators, students and other stakeholders.

I believe that my doctoral degree, in Higher Education from New York University, an undergraduate background in business of economics, an engineer professional degree, as well as my practical experiences in the field have developed and shaped my skills and analytic approach to both research and management. My work experiences have occurred in both private and public institutions, in which one is the most selective and prestigious university of my country. In contrast, I have also worked in a Free School for low-income workers also in Chile. Each of these experiences has helped me understand the particularities of diverse higher educational institutions. Furthermore, my experiences at the Ministry of Education and currently at the National Council continues to contribute to my perspectives of the workings of a system but also the knowledge of varying kinds of systems within the realities of higher education institutions.

Additionally, as a graduate assistant at New York University in New York City, I worked from 2004 to 2008 for the “Alliance for International Higher Education Policy Studies”. I performed quantitative research to improve comparative understanding of how changes in higher education policies alter the nature of institutional behaviors and system performance. I had the opportunity to share with colleagues from different countries like Mexico, Canada, and China and learnt from their experiences.

Currently I supervise a research staff of five and work closely with over 100 consultants as partners in helping to accomplish the Chilean National Council of Education’s goals relevant to quality assurance. Contributed to diverse symposiums and deliberations with the Ministry of Education and other actors, which lead for example to committee work on Qualification Assurance Framework for Chile.

Finally my research focuses in higher education performance, higher education quality and students choice. My plubished dissertation title is “State Policy Impact in Higher Education Performance” and among papers in progress are: “The Impact of Information on Postsecondary Investments”, with Justine Hastings, Christopher Neilson and Seth Zimmerman. “(Un)informed College Choice: Evidence from Chile”, with Justine Hastings, Seth Zimmerman, Christopher Neilson, and Unika Shrestha; “Una Mirada a la Calidad de las Instituciones de Educación Superior Chilenas 2007-2013” with Ignacio Irarrazaval and Miguel Muñoz.
