Professional Summary Description: "Please consider this professional profile as an expression of my interest in being nominated
as a QA consultant under the three categories offered by APQN.
My name is Elena Savinykh. I am the Head of the NCPA Methodology office for about six
years.
My responsibilities include:
1) Coordination of accreditation activities
2) Conducting training sessions and webinars for HEIs on the quality assurance
problems: education quality evaluation, education quality management, training
experts in the sphere of education;
2) developing methodological materials for the trainees;
3) developing guiding and methodological documents for the experts involved in
document based evaluation and accreditation of HEIs¡¯ educational programms.
I also have extensive experience (18 years) of working as a lecturer and Associate Professor at
Mari State University, the Volga State University of Technology. So I know the educational
process and internal quality management system at HEIs very well.
In addition I have a rich experience as a QA expert. In 2012 I took part in the experts¡¯ training
programme ¡°Professional education quality evaluation¡±. In May 2013 being a member of the
Guild of Experts in the Sphere of Professional Education (Russia) I was invited to participate in
the training programme in the framework of International project TEMPUS-JPHES-¡í516796
¡°Qualifications framework for sustainable forestry and lifelong learning_SUFAREL¡± in the
Universities of Padova (Italy) and Lille (France).
I was selected to visit ARACIS (Romanian Quality Assurance Agency for Higher Education) (as
a staff member from CEENQA agency) and participated as an observer in the evaluation panel at
the University ""George Baritiu"" in Brasov (private university) in October 2013.
I also attended the training workshop for experts an agency review organized by ENQA 6-7
November 2014 and was awarded with the ENQA expert certificate.
On behalf of Asia-Pacific Quality Register (APQR), I was invited to be Member of the Asia
Pacific Quality Register (APQR) review panel for Finance Accreditation Agency (FAA), Malaysia.
The Panel also included Prof. Jeanette Baird (Former Vice-President, Quality Assurance and
Professor of Higher Education, Divine World University, Papua New Guinea) - the Chair and
coordinator of the review panel, Prof. Syun Tutiya (Professor, National Institution for Academic
Degrees and Quality Enhancement of Higher Education (NIAD-QE), Japan) - the other member of
the panel.
All this experience helps me to organize and conduct independent document based
evaluation and accreditation of HEIs¡¯ educational programs (about 100), educational standards
of federal universities (23).

quality assurance and can be characterized by enthusiasm, reliability and passion about my
