1. Brief Description: Strengthening Higher Education Project (SHEP) Reviewed the operation and effectiveness of the Quality Assurance Center (QAC) and provided guidance and technical assistance to build capacity of the QAC staff and officers. Led the discussions and assisted in the preparation of the National Minimum Standards to regulate and monitor all HEIs in the country. Designed and implemented training workshops to develop a core of assessors for the entire country to carry out accreditation visits to HEIs and strengthen the Internal Quality Assurance mechanisms in HEIs.

2. 3. Brief Description: Led the discussions with various stakeholders such as the Department of Higher Education in Indonesia, the National Accrediting Agency for Higher Education (NAAHE) and public and private providers in order to identify priority accreditation and quality assurance issues. Prepared an initial report on issues and recommendations which was discussed in a Stakeholder Seminar. Final output was a report which culminated in a series of policy recommendations on the priority issues on quality assurance and accreditation, aligned with the provisions of the newly approved Higher Education Law of the country.

4. Brief Description: ASEAN QA Capacity Building Project: The project offered hands-on training programs in two tracks: The IQA Track is directed at internal QA procedures performed by university staff members in charge of QA while the EQA Track addresses external QA mechanisms and aims at developing capacity in the field of quality assurance among the members of ASEAN. I served as a member of the Technical Training Team for the duration of the Project. I also designed and served as a resource person and speaker in the training program for ASEAN assessors who conducted site visits to 22 HEIs across the region from April – October 2013. Part of the project was also a training program for officers and staff of EQA’s to hone their skills and expertise in managing their own QA bodies.

Professional Summary Description: Concepcion V. Pijano is the Executive Director of the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) and a Board Member of the Federation of Accrediting Agencies of the Philippines. She served as President of the Asia Pacific Quality Network (APQN) from 2007-2010. She has worked in the field of accreditation and quality assurance for many years and has shared her experiences and expertise with various organizations, both regional and international. In the past 20 years, Mrs. Pijano has provided policy and technical advice on quality assurance and accreditation to a number of countries in Southeast Asia and beyond.

She has served as an accreditation specialist for higher education and consultant for capacity building projects in countries such as Laos, Cambodia, Vietnam, Indonesia, Bangladesh, Mongolia, China, Yemen, Ethiopia and Egypt. She is also a resource person and consultant for international organizations, such as the World Bank (WB), the Asian Development Bank (ADB), the Netherlands Organization for International Cooperation in Higher Education and Research (NUFFIC), the German Academic Exchange Program (DAAD) and UNESCO–Paris. She has authored several manuals and tools for accreditation, conducted workshops on accreditation systems for various countries and presented papers in both regional and international conferences.

At present, she is a member of the Task Force working on the ASEAN Quality Assurance Framework for Higher Education (AQAFHE), a project of the ASEAN Quality Assurance Network (AQAN). She also serves as a regional key expert and member of the Training Team for the ASEAN-QA Project, funded by the German government, and jointly conducted by seven international organizations which aims at developing capacity for QA through dialogue and training events for ASEAN-QA professionals and decision makers.
