Professional Summary Description: I am writing to introduce myself to your organization in my professional capacity as a specialist in the area of QA based Education reforms, Institutional Reviews, Accreditation, Recognition of Qualifications and Planning.I am working as DG-QA at the HEC to design and implement the quality enhancement component of the reform agenda of higher education in Pakistan since 2003. I have introduced the concept of Internal and External Quality Assurance to the universities of the country, an area which had previously been non-existent within our institutions. This process has required intensive research, planning and advocacy, following which a strategic set of policy guidelines was developed to introduce the global standards and best practices of quality in education to Pakistani institutions. As the founder and custodian of the QA initiatives of the Higher Education Commission, I am responsible for its effective implementation and management. Major achievements have involved the establishment of the first â??Quality Assurance Agencyâ?? for Higher Education in Pakistan, developed through the award of a competitive research grant. In addition to guiding the activities of the Agency in my role as Team Leader, I have also worked on Capacity Building of academicians and practitioners for Quality Assurance as a Master Trainer/Facilitator, one of the core areas of my professional expertise. As my responsibilities within the area of institutional capacity building for quality assurance and enhancement in the universities of Pakistan requires the uplift of the sector to bring indigenous universities at par with international standards, I have conducted extensive research of QA in academic systems, policies and processes in operation around the world, and have developed local programs through identifying international best practices. Few of such examples are development of â??Selection Criteria for Vice Chancellors of Pakistani Universities, Guidelines for Performance Evaluation of Vice Chancellors, and Institutional Performance Evaluation Standardsâ? etc. Further responsibilities include policy making and the assessment of quality of academic programs, curriculum, faculty and institutions in Pakistan. I have diversified experience in crosscutting issues of quality in education, identifying current policy gaps in education sector developing relevant QA policies and their implementation for continued quality improvement till observance of a quality culture in the higher education sector of the country. Few of my key policy documents published and implemented at the national level include â??ELIGIBILITY CONDITIONS FOR FACULTY APPOINTMENTS IN UNIVERSITIES and DAIs OF PAKISTANâ? and â??A MANUAL OF QUALITY ASSURANCE FOR HIGHER EDUCATION IN PAKISTANâ? further â??GOOD PRACTICES FOR QUALITY ASSURANCE FOR ACCREDITATION COUNCILS IN PAKISTANâ?. Recently I have developed the policy document on â??Standards for Institutional Review for Higher Education Institutions of Pakistanâ? and currently working on its implementation in the country. I am also responsible to assure the quality of faculty and research in the universities and HEIs with regular monitoring and evaluation of implementation of quality criteria to bring them at par with international standards.I also provide extensive technical assistance for policy work for Accreditation of Academic Programs in Pakistan by establishment of new Accreditation Councils for academic programs where these councils do not exist, as well as developing effective linkages with already functional accreditation councils. Furthermore, I am responsible for developing liaison and linkages with national and international partners and line agencies such as Asia Pacific Quality Network (APQN) and International Network for Quality Assurance Agencies in Higher Education (INQAAHE), QAA-UK, and NAAC etc. APQN has recently appointed me as Board member. I am also working on developing the Pakistan Qualification Register (PQR) and have recently developed the DSF and â??QA Framework for Higher Education in Pakistanâ??.
