Professional Summary Description: Michael Fung is the Director of Planning and Institutional Research in the Office of the President, at The Hong Kong University of Science and Technology (HKUST). HKUST is among the worldâ??s top universities, and was ranked #1 in the 2011 QS Asian University Rankings. Reporting directly to the President, he provides leadership and support for the University's academic and strategic planning, decision-making, and resource allocation. He collaborates with the senior administration team to chart out the University's short-range and long-range development plans, and to monitor institutional effectiveness in implementation and execution through a range of performance metrics and data.rnrnPrior to joining HKUST, he was the Director of Strategic Planning and Quality Assurance at the Singapore Management University (SMU), and an Adjunct Faculty with the School of Information Systems. He also served concurrently as a Director in the Office of the Chief Information Officer.rnrnHe was formerly a Deputy Director at the Singapore Ministry of Manpower (MOM) spearheading enterprise-wide business-IT transformation, and held various senior positions at the Infocomm Development Authority (IDA) and the National Computer Board (NCB) of Singapore where he co-wrote a number of high-level government IT masterplans, and led various nation-wide IT initiatives in the financial services, healthcare, broadband and digital media industries.rnrnHe has served on a range of government taskforces and working committees on e-government planning, enterprise business and technical architecturing, and data standardisation. He has written articles in global publications on knowledge management and business intelligence, and has delivered presentations at numerous local and international conferences. He chaired a number of high-level international strategic dialogues on higher education, covering topics on internationalization, quality assurance, and brand positioning. He had also served as member of the School Advisory Committee for the Temasek Polytechnic School of IT in Singapore.rnrnHe previously engaged in research and development of robotics systems and micro-electromechanical systems at the Field Robotics Centre in Pittsburgh, USA. He holds a double-major degree in Computer Engineering and Psychology, and a Masters in Computer Engineering from Carnegie Mellon University, USA.
