Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
Proof of recognition as a Higher Education Institution: ApplicKandahar University (KDRU) is one of the largest public university in the South-West region of Afghanistan. The University founded in 1990 based on the national developing policy of the government in the education sector within the framework of the ministry of higher education. There are more than 10000 undergraduate and graduate students from 34 provinces of the country. The University has 12 Faculties and 42 departments in the field of Medical, Engineering, Computer Science, Agriculture, Education, Law and Political science, Sharia, Public Administration, Economics, language and literature, Stomatology and Journalism. The university in 2015 started the Master program in Public Health (MPH) in the Medicine Faculty. There is around 560 lecturers, administrative and service staff employed at the University. The young and hardworking capacities have made the university popular in national and international wide.

The university has an agricultural research farm, teaching hospital, central laboratory, Alama Habibi library, meteorological station, career center, IT center, English language and computer learning center (ELCLC), Pacha Khan Academic Research Center, media and operation center and professional development center (PDC). Pacha Khan Academic Research center is the unique center established at Kandahar University in 2008 with focus on peace studies and nonviolence vision of Pacha Khan. The career center is first and unique center in the country established in 2011.

Proof of the organisation’s good standing with the local QA agency: Kandahar University is regularly evaluated by the Quality Assurance and Accreditation Directorate (QAAD) of Ministry of Higher Education. Which is the only accreditation agency for higher education institutions in the country. To ensure that Kandahar University meet the standards and qualify for full accreditation, the university Internal Quality Assurance Unit carry internal evaluation against the Quality Assurance and Accreditation Framework of Quality Assurance and Accreditation Directorate of Ministry of Higher Education. The scoring system is based on existing evidences and documentations and also the reviewing process is as follow:
First: the schedule is prepared by QAAD and is shared by them with universities as well.
Second: the external peer reviewers are classified in the distributed groups by QAAD.
Third: All the universities are reviewed by external peer reviewers based on the criterions established by QAAD (that is 11 main criterions, which explained under 49 sub criterions)
Fourth: The feedback for improvement is regularly shared with each faculty and department by the QAAD.
Fortunately, KDRU has got a major score 344 (67.98%) amongst all universities in Afghanistan in the last reviewing process.
For reference we have attached the self-assessment report that was submitted to Quality Assurance and Accreditation Directorate of Ministry of Higher Education as well as the Quality Assurance and Accreditation Framework and peer reviewer’s report
Furthermore, Kandahar University has three faculty members who are national external assessors or peer reviewers registered with Quality Assurance and Accreditation Directorate of Ministry of Higher Education, Afghanistan.

3. Ahmadullah Hilali lecturer in Engineering Faculty
It is worth mentioning QAAD evaluated the whole performance of KDRU on March/25-26-27/2017 as well as assessed successfully the whole SAR. However, after the assessment process the MoHE QAAD Board and Peer Review feedback specified four following recommended areas that needs more improvement and revision:
 Inclusion of role of university within Afghan society in mission and vision statement.
 Development of a process to review the effectiveness of committees.
 Expansion of Individual Action Planning to administrative staff.
 Develop systems to support research and staff skills.
Thus, KDUR has brought fundamental improvements in the suggested criteria. Therefore, KDRU has prepared the revised version of Self-Assessment Report for MoHE consideration in the suggested areas and will be reviewed by QAAD of MoHE in next month, now for your board revision, we have attached 2017 peer reviewers report.
