Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
The University Grants Commission (UGC) has been established in 1973 by the President Order no.10. It is an autonomous body looking after the entire Higher Education in Bangladesh. At the moment there more than 80 Public and Private universities in Bangladesh. The UGC looks after the academic and financial management of all Public and Private Universities. It is also responsible for assuring quality in Higher Education. A brochure of the University Grants Commission is attached herewith for your kind information.

The objective and mission of the organization is to maintain a standard and quality of Higher Education in Bangladesh. The UGC has recently formulated 20years Strategic Plan for Higher Education in Bangladesh. An Executive Summary of the SPC Report is enclosed herewith for your kind perusal.

The University Grants Commission of Bangladesh consists of one Chairman, five Members, Secretary, and more than 200 Officers and staffs. Chairman and Members are appointed for a 4 (four) year terms from among the Senior Academics in the country.
There are six divisions in the UGC i.e. Administration, Planning and development, Finance and accounts, Research and publication, Private Universities, and Training & Instrumentation.
Chairman is the Chief Executive Officer of the UGC. He is also head of the full commission which is the governing body of the UGC. The University Grants Commission looks after more than 80 public and private universities in Bangladesh.

The UGC publishes an Annual Report every year in Bangla having all information regarding universities in Bangladesh. It also makes suggestion and recommendation to the Government. A copy of the report may be sent to you if require.

The UGC is a statutory body. It has been entrusted with sufficient power in the Act to perform independently. Recently UGC had conducted a detail review on the performance of Private University in Bangladesh. In this review report it has recommended for closure of some private universities. The Government has accepted the UGCâ??s recommendation and accordingly degree awarding power of five university was withdrawn by the Government of the country.

As per act of the UGC, it receives fund from the government for the universities in Bangladesh and it distributes the fund on the basis of UGCâ??s criteria among the universities. Documentary evidence will be provided if require.

The UGC is also responsible for ensuring accountability and transparency in the financial and academic management in the Universities. The UGC team regularly evaluates and makes on the spot visit for reporting on actual state of affairs operating in the universities.

The main concern of the UGC in recent years is quality assurance in the Public and Private Universities in Bangladesh. With this end in view the UGC has made a number of measures such as uniform recruitment rule for universityâ??s teachers, officers and staffs; uniform grading system for Public and Private Universities and establishment of an Accreditation Council for continuous evaluation of the Universities on the basis of certain specific criteria. A copy of the Draft Law of the proposed Accreditation Council is attached herewith for your kind information. Recently a UGC team lead by its Chairman had visited QAA in the UK, AUQA in Australia and APQN in Hong Kong for having further knowledge and information regarding Accreditation and Quality Assurance.

Criterion For Observers:
Measure: APQN accepts as Observers organisations outside the Asia-Pacific region, including: external quality assurance agencies; institutions with a major interest in evaluation, accreditation and quality assurance in higher education; other regional networks that have major interests in and strong links with the region
