Felix Leung is the Principal Registrar of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), an independent statutory body which provides authoritative advice to the Government on the academic standards of degree and sub-degree programmes in higher, post-secondary and vocational education institutions in Hong Kong. Felix has over 9 years experience in quality assurance with specialties in accreditation and trans-national education. Act as a general deputy to the Executive Director and the Chief Operating Officer; he is responsible for managing the operation side of the HKCAAVQ Secretariat. He leads a team of about 40 professional grade staff that provides full-cost recovery accreditation and assessment services to Government bureaux and departments, education and training operators, NGOs and general public. He also oversees the developmental and preparatory work for the quality assurance mechanism which underpins the Qualifications Framework in Hong Kong.
Prior to joining HKCAAVQ, Felix has twelve years experience in human resource management and policy advice in the Australian Public Service, ACT Public Service and Northern Territory Public Service. He held the positions of Director of Human Resource and Facilities Management in the former ACT Community Care, Director of Development Service in the former Public Service and Merit Protection Commission, and various Director posts in the former Australian Department of Administrative Service (DAS).
Felix has a B.A. (Hons) in Social Science, a Graduate Certificate in Education and a Master Degree in Education (M.Ed) from the University of Manchester in England. He also holds a Master of Business Administration (MBA) from the Australian National University.
