Dr. Timur Kanapyanov is a Deputy General Director for International Cooperation at the Independent Agency for Accreditation and Rating (IAAR, Kazakhstan). Before joining IAAR in 2012, he worked as a Senior Research Fellow at the Institute of History of the State of the Ministry of Education and Science of the Republic of Kazakhstan.
He received his Master's degree in Comparative Politics from the University of Bucharest, Romania, and his Ph.D. is in Political Science from L.N. Gumilyov Eurasian National University, Kazakhstan. His major fields of interest are the quality assurance of higher education institutions, parliamentary development in new democracies, post-communist legislative studies, and democratisation. His articles have appeared in international and Kazakh academic journals. He has more than 20 publications related to education and QA. He has exclusive copyrights to IAAR accreditation standards. Dr. Timur Kanapyanov is a reviewer for the scientific and analytical journal "Qogam jane Dauir" published by the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
Dr. Timur Kanapyanov is a Member of the Russian Expert Guild for Professional Education, a participant of the 12th ENQA Training of Agency Reviewers, and acts as the Chairman of the State Attestation Commission on Educational Programmes in Kazakhstan. He organised and coordinated seminars, workshops, forums, elaboration and development of the Standards and Guidelines on Accreditation, and under his supervision IAAR participates in various international and Erasmus projects.
Dr. Kanapyanov coordinated IAAR external assessment for entry into international networks and registries such as ENQA, WFME, EQAR, APQR, IREG and YOKAK.
