Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: KABONE is responsible for reviewing nursing educational programs which are currently operated as a higher educational program in baccalaureate and associate degree course etc by colleges and universities.

The responsibility of KABONE is defined in Regulation as follows.

Regulations for the Accreditation of Nursing Education: Chapter 1 General Provisions: Article 4 (Eligible Programs for Accreditation)
① Nursing programs are subject to accreditation and include four-year bachelor’s degree programs, three-year diploma programs, Registered Nurse to BSN (RN-BSN) programs, and Advanced Nurse Practitioner programs.
② Nursing education programs whereby students have graduated more than once are subject to the accreditation of the nursing education.
③ KABONE may conduct the evaluation for the accreditation of the nursing education where students have not graduated in accordance with the third part of the first clause of Article 19 and a nursing institution requests despite the second clause of Article 4. Where a nursing school has not yet operated, relevance accreditation standards will be established.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: The nature of KABONE is to contribute towards the improvement of the public health by training competent nurses through supporting nursing programs’ continuous quality improvement.
The nature of KABONE is defined in ‘Articles of Incorporation’, which has been adapted by the purpose of the accreditation stated in Regulation.

Articles of Incorporation: Chapter 1 General Provisions: Article 2 (Purpose)
KABONE shall aim to foster competent nurses as required by our society and develop nursing education. It shall effectively, fairly, and neutrally conduct accreditation of overall nursing education, qualification examination management of advanced nurse practitioner(ANP), research and development related to the nursing education, etc.

Regulations for the Accreditation of Nursing Education: Chapter 1 General Provisions : Article 2 (Purpose)
The purpose of KABONE accreditation of nursing education is that it helps nursing education institutes to enhance the nursing education quality in order to produce competent nursing graduates who meet the ongoing demands of the national and global healthcare system through continuous improvement in nursing education using an outcome-based educational system.
For this purpose, KABONE will conduct evaluation and accreditation of entire field of nursing education, managements of qualifying examination of advanced nurse practitioner(ANP), and research and development related to nursing education etc, both fairly and neutrally.

Also, development strategy towards year 2030 has been defined below in accordance to the mission.
The specific strategic plans are as follows.
1. Establishment of competent nursing education and training system
2. Enhancing the trust of the institutions under evaluation through communication and cooperation
3. Continuous improvement of KABONE’s operation
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: The KABONE staffs maintain operational functions of the office and assist accreditation procedures.

The full-time staffs of the evaluation team have adequate experiences in evaluation and accreditation related fields such as nursing education, practical nursing, practical education etc, which would allow duty based on integration of theory and practice.
Staffs of the evaluation team is composed of 4 people majored in nursing and 3 people majored in education, while 4 people have Masters or greater degree, which would allow professionalism related to work of nursing education evaluation and accreditation.

Entire staffs have majored in nursing, education, administration, management, law and literatures, which would form an organizational system that would expect synergetic effect between inter-disciplinary fields.
There are 14 full-time staffs working in the entire KABONE, where 6 of them are majored in nursing, 5 majored in education, 1 majored in law, 1 majored in literature, and 1 majored in accounting. Also, there are 5 staffs who have master’s degree.

Description: KABONE is governed by the Board of Directors consisting of 18 members, who broadly represent and make final decisions regarding KABONE. Also, KABONE consists of four committees and final decisions regarding matters related to these committees are made by the aforementioned Board of Members. The task of the Accreditation Operations Committee is as follows:
1. Review and discuss the overall policies, procedures, and standards of the accreditation, including the evaluation plan, the recommendation of the evaluation committee, and supportof the evaluation activities by the evaluation team, and report the results to the board of directors.
2. Monitor the process of accreditation evaluation of the nursing education and maintenance of the accreditation program, and examine whether a remedial action is necessary when it fails to meet the criteria.
3. To ensure consistent application of the evaluation and accreditation standards of nursing education accreditation, the evaluation committee pool education and the training are supported.

Nursing Education Accreditation Evaluation and Operation Rules: Chapter 2 Committee: Article 8 (Accreditation Review Committee)

The Accreditation Review Committee is a committee that determines the results of the adjustment reported by the Coordination Committee. It reviews the evaluation papers and the evaluation results which were performed by the evaluation team, and the adjustment commentary by the Coordination Commission, and then determines the accreditation status according to the type of accreditation.

The Standards Development Committee is responsible for developing, modifying and complements the evaluation items and criteria for nursing education accreditation.

Appeals Committee
Nursing Education Accreditation Evaluation and Operation Rules: Chapter 2 Committee: Article 10 (Appeals Committee)

The delegated review committee reviews the validity of the results of the evaluation and accreditation according to the criteria for review in each of the following numbers.
① Whether the evaluation process and the judgment process have complied with the appropriate procedures set by the relevant regulations
② Whether the result of the judgment is based on reasonable evidence according to the accreditation criteria.

Coordinating Committee
Nursing Education Accreditation Evaluation and Operation Rules: Chapter 2 Committee: Article 9 (Coordinating Committee)

The Coordinating Committee is a committee that coordinates the evaluation results and is tasked with improving the consistency and reliability of the evaluation by coordinating the evaluation results among the evaluation teams for nursing education programs.
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: The highest judgement and recommendation making organization is the ‘Board of Directors’, where decisions are approved. Also, they will independently deliberate and resolve on projects, finances, Articles of Incorporation, officers and standing committees of KABONE.

Articles of Incorporation: Chapter 2 Board of Directors: Article 16 (Matters to Be Resolved by Board)
The Board shall deliberate and resolve the following matters:
1. Matters concerning project planning and operation;
2. Matters concerning budget, settlement, acquisition, disposition, and management of assets;
3. Matters concerning a modification to the Articles of Incorporation;
4. Matters concerning the appointment and dismissal of officers;
5. Matters concerning the disbandment of KABONE;
6. Matters concerning the composition of the standing committee;
7. Matters concerning the approval of rules; and
8. Matters that are necessary for achieving the target projects of KABONE.

The mission of ‘President’ is representing and overseeing KABONE. President is elected following members’ recommendations, in order to conduct general task of KABONE in fair way. The independent authorities of President related to representing and overseeing KABONE has been stated in Articles of Incorporation.

Articles of Incorporation: Chapter 2 Officers: Article 9 (Duty of Directors)
① The duties of the directors shall be as follows
2. The President shall represent and oversee KABONE.

KABONE was established as ‘Incorporated Foundation of KABON’ in October, 2003, which was approved by Ministry of Health and Welfare in February, 2004, as Incorporated Foundation.

Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives

Description: Since 2009, KABONE has been operated by the fee imposed to nursing education institutions and without direct subsidy in accordance to Regulation

Regulation for the Accreditation of Nursing Education: Chapter 2 Evaluation and Accreditation: Article 21 (Fee)
① KABONE imposes and provides a notification of the fee necessary to operate and maintain the accreditation of the nursing education.
② A nursing education institution remits the fee imposed by KABONE when this organization applies for its evaluation and accreditation.

The ratio between total expenses of KABONE in relation to possessed funds (excluding possessed loan) were 110~133% in recent 3 years, which indicate financial stability of the KABONE.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure

Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
