Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: The National Education Act of 1999 authorized ONESQA to conduct the external quality assessment (EQA) once every five years for all educational institutions in Thailand from pre-school, basic, vocation and technical, and higher education.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: ONESQA Vision
An excellent organization in educational accreditation at national and international level.
ONESQA Missions
1. To develop external quality assessment system that relates to quality assurance systems of education institutions and parent organizations.
2. To develop standards and criteria for external quality assessment.
3. To develop external assessors by providing them with training, certification, overseeing and formulating standards for external quality assessment.
4. To conduct assessment of the achievement of educational management and to deliver recommendations to educational institutions, parent organizations for the enhancement of their standards and quality of education.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: ONESQA analyzes and plans its manpower to serve needs of its operations. Position framework devised to be consistent with the structures of job types and positions covering skills, qualifications, attributes and positions.
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: The basic qualifications in ONESQA’s regulations regarding scopes of duties and a supervision of the external assessors for educational quality assessment are as follows:
1. At least 30 years old when applying for a license as external assessor.
2. A minimum of Bachelor’s degree or equivalent. Knowledge and experience in a successful career in relevant agencies and organizations may be accepted.
3. Never committed any criminal offences or violations.
4. Knowledge of, and ability to apply education principles, guidelines, learning process, quality assurance system and higher education standards for EQA (must have research works or awards to support the qualifications).
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: The external quality assessment report must be approved by Committees for Development of Assessment Systems for Basic Education or Vocational Education or Higher Education and the final decision will be made by the Executive Committee of ONESQA before disseminating to the institution and to the public.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: Human resources
ONESQA organizes in-house training on relevant topics needed for the staff to carry out their work efficiently. They include strategic planning, QA, and TQM. All staff members have to prepare their own Individual Development Plan (IDP) yearly as well.

Budget
ONESQA receives adequate budget from the Bureau of the Budget for the office management. It also has the authority to collect fees, maintenance fees, and obtain other service fees according to the Public Organization Act.

Information Technology
ONESQA provides desktop computers for all staff. Management heads receive IT devices to support on-site operations. Furthermore, ONESQA has quality and modern information technology systems that well support its operations.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: ONESQA website provides information of ONESQA including its current policies, procedures, criteria standards, assessment results, news update and QA articles. Additionally, ONESQA has a facebook fanpage to promote two-way communication.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
Proof of recognition as a Higher Education Institution: Applicable Only For Institutional Members
Proof of the organisation’s good standing with the local QA agency: Applicable Only For Institutional Members

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
