Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies

The main role of the HKCAA is to provide independent and authoritative advice on academic standards by carrying out academic accreditation of institutions and validation or revalidation of programmes (See HKCAA Annual Report 2003 â?? 2004, p.7 at www.hkcaa.edu.hk).

The HKCAA is established by legislation. Its mission and objectives are prescribed by law (HKCAA Ordinance, Cap 1150, the Laws of Hong Kong at http://www.legislation.gov.hk/eng/home.htm). In essence, the objectives of the HKCAA are: providing accreditation services to institutions of higher education, advising and making recommendations to relevant bodies and disseminating information on academic standards.. The Council has not yet adopted a separate mission statement.

The HKCAA is served by a Secretariat headed by the Executive Director who is an ex officio member of the Council. At present, the Secretariat comprises 13 professional and 11 support staff. The professional staff undertakes various accreditation and assessment tasks and serve the Council with the administrative assistance of the support staff (see HKCAA Annual Report 2003 â?? 2004, p.12, 44-45).

The HKCAA maintains a Register of Subject Specialists to advise on academic standards and matters relating to overseas education system and qualifications. At present, the Register consists of over 1,300 local and non-local specialists covering most academic disciplines and some vocational sectors. The Register also provides a source of experts fro validation panel membership of the Council. The system facilitates peer review, a standard protocol that the Council advocates (see HKCAA Annual Report 2003 â?? 2004, p. 20 & 46).

The HKCAA is a statutory body with a charter defined in law. The Council is self-financing and autonomous. It provides professional advice to the Government and the public on request.

The accumulated surplus brought forward from 2002/2003 was HK$31.64m. After adding the net income of the year, the balance stood at HK$35.07m (see HKCAA Annual Report, p.38-39 & 54-68).

The description of the processes and criteria have been laid down clearly in the HKCAA Handbook, which is public information. To facilitate fuller understanding, various documents such as â??General Introduction to Institutional Review and Programme Validationâ?, â??Operational Guidelines to Institutions on Institutional Review & Programme Validationâ? are published (see HKCAA Handbook, p.15-35).

A HKCAAâ??s self-review, commissioned by the Council itself and conducted by an external consultant, was completed in September 2003.

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
