Criteria Requirements for Full Member

1 Criterion: Nature of the operations of the agency:
Measure: The agency is responsible for reviews at institutional or programme level of post-secondary
education institutions or post-secondary quality assurance agencies
Description: Shanghai Educational Evaluation Institute (SEEI), is an independent corporate evaluation institute of municipal level. We organize and implement the evaluation of schools, colleges and universities at all levels and with all types, and be responsible for the various evaluation activities and related consultation services, such as evaluation of institutional setting and teaching performance.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: SEEI believes in â??Direction from the government and Service for schools, Improvement through evaluation and Development in harmonyâ?, and take the quality and honor as the starting point of the work; SEEI also follows the principles of equity and law-obeying, undertaking evaluation theoretical research, academic exchanges and evaluating education quality and benefit. In addition, SEEI provides the government and administrative department with effective reference and consultation reports through its functions of appraising, judging, leading and inspiring, and also offers professional services to schools.
3 Criterion: Agency staff, Numbers, Profile, Roles:
Measure: The profile of the staff is consistent with the Mission Statement
Description: SEEI consists of 7 sections: General Affairs Office, Research Section, Higher Education Evaluation Section, Elementary Education Evaluation Section, Vocational and Adult Education Evaluation Section, Personnel Qualification Certification Section and Market Service Section. There are currently 27 staff, 33% of whom have senior professional title and 27% of whom hold the doctoral or Masterâ??s degrees.Our focus is on the activities of educational evaluation, theoretical research, consultation service and training.
4 Criterion: Profile of reviewers:
Measure: The profile of the reviewers is consistent with the Mission Statement
Description: Entrusted by Shanghai Municipal Education Commission, SEEI has already undertaken hundreds of educational evaluation projects of all types and levels in the past five years. The experts play an important role in the process to assure the evaluation quality, therefore SEEI has been acknowledged by various institutions and schools and the Shanghai Municipal Education Commission.

The review team usually consists of 5-11 persons, including academic experts, education management experts and evaluation experts, and others from employee,teacher,students representitives. SEEI has established an expert database, from which every expert team is selected. Most of the experts come from local area, and about 1/3 come from outside Shanghai. Besides, we also have foreign experts participating the evaluation if necessary.
The reviewers are required to have a professor title, and have rich experience in evaluation and familiar with the evaluation methods and techniques. SEEI organizes reviewers' training before each evaluation, and other workshops on the evaluation thoery and practices.
5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: Shanghai Educational Evaluation Institute (SEEI), founded in September 2000, is an independent body directly affiliated with Shanghai Municipal Education Commission, and an independent corporate evaluation institute of municipal level as well. We organize and implement the evaluation of all levels and with all types, develop and formulate the evaluation plans, standards and tools for the various educational institutions, and publish the evaluation results, distribute the educational data and monitor the educational quality.
Usually, the evaluation report draft shall be sent to the schools for their recognition of the report content. SEEI will then submit the evaluation report to SHMEC (or others) for their policy-making reference. The decision and report of the evaluation cannot be changed by a third party, however, SHEMC will have right to free use the report.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: 1. Organize and implement the evaluation of schools, colleges and universities at all levels and with all types.
2. Conduct the certification of teachersâ?? qualification and competency.
3. Develop and formulate the evaluation plans, standards and tools for the various educational institutions.
4. Publish the evaluation results, distribute the educational data and monitor the educational quality at all levels and with all types.
5. Provide professional consultation and information service in the area of educational evaluation, such as development strategy, program or curriculum setting, for the various educational institutions.
6. Conduct professional accreditation and institutional ranking, and commit to building the educational quality assurance system.
7. Conduct research in the areas of educational evaluation policies, regulations, and theories, provide guidance for the educational evaluation institutes in the districts in Shanghai, and develop cooperation and exchanges with the education evaluation (accreditation) agencies/commissions at home and abroad.
8. Provide other related services, authorized by the SHMEC, other administrative departments and the society.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: SEEI not only organize and implement the evaluation, conduct the certification of teachersâ?? qualification and competency, but also develop and formulate the evaluation plans, standards and tools for the various educational institutions, and publish the evaluation results, distribute the educational data and monitor the educational quality. We conduct professional accreditation and institutional ranking, and commit to building the educational quality assurance system. There is a series of documents of evaluation objectives, content, standards, expert handbooks, results and fees for every projects or activities.
8 Criterion: Quality assurance:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: SEEI establish relative committee to assure the policy-making and standards, and meanwhile, we have not only SEEI staff, but also experts and government officials participating in the evaluation. If a different opinion of the result is raised, an appeal is acceptable. All the evaluation activites are under the supervision of the government and public media.

Criteria Requirements for Institutional Member

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.
Proof of recognition as a Higher Education Institution: Applicable Only For Institutional Members
Proof of the organisation’s good standing with the local QA agency: Applicable Only For Institutional Members

Criteria Requirements for Associate Member

Associate Member Criteria:
Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
