Professional Summary Description: My background in both the Natural Sciences and Education have held me in good stead when the Vice Chancellor of The University of the West Indies invited me in 1996 to establish a regional unit to manage internal Quality Assurance across the entire university (comprised of 15 island-states and Belize). The model used has been "fitness for purpose" and, in a relatively short time this became well received by the university community. The model (following documentation/manuals designed by my office to guide the process) basically consists of self study, student and other stakeholders asssessments, and an on-site visit comprised of a team which includes a professional in the area under scrutiny from a foreign university, a staff member from another campus, an alumnus/a, a representative of the student body, and of course, a staff member from the Unit standing by in case issues arise which need clarification.
I also want to mention that I chaired a group of experts empanelled to design a regional Accreditation Agency for Medicine and Health-related subjects on behalf of the CARICOM (Caribbean Community) Heads of Government. This arose as a matter of urgency when the British Medical body (the General Medical Council) which had previously (from 1948!) accredited our medical programme announced that, under the agreement now in place with the European union, they would no longer be undertaking this task. This body now functions efficiently and effectively.
I have also been actively engaged in international conferences and workshops sponsored by bodies such as the Commonwealth Secretariat, UNESCO and ENQA. I chaired a committee on behalf UNESCO (Paris) to define "Principles of Quality Assurance in Higher Education for Small States/Systems" which submitted to UNESCO, a realistic position based on a number of international guidelines for QA (including those addressing cross-border provisions)
