IQA is core to the university/HEI in building a quality culture for the staff, students and all stakeholders (even the society). It is something that shall come before EQA since it shall be organic and deeply-rooted in the context, culture, and the characters of a university/HEI. It is arguable that IQA is even more essential than EQA in terms of sustainability, as I believe, IQA is self-motivated mechanism. And if an IQA is well developed and mature enough, the EQA will then serves as the tool to support and to advance the IQA system. Thus, building a mature IQA mechanism is essential for a University/HEI.

1. Why would a University/HEI need an IQA mechanism?

IQA mechanism is necessary to develop quality assurance processes, to implement self-assessment mechanism and to conduct periodic academic audit of the degree programs to safeguard the quality standards of Higher Education Commission (HEC).

2. How would you implement an IQA mechanism – what protocols need to be followed?

For implementation of IQA mechanism, the Higher Education Commission constitutes Quality Enhancement Cell in every institute. The QEC strengthen the HEIs by internal review and self-assessment for External evaluation and implementing policies and procedure for good governance.

3. How do you know whether the IQA in a University/HEI is doing what it should do?

The IQA mechanism evaluate by Peer-Reviews and accreditations visit via external assessment with the goal of enhancement in quality.

4. Who should be the responsible officials in an IQA? What roles should they take?

The Quality Enhancement Cell is the responsible body for maintaining an Internal Quality Assurance (IQA) in an institute. The QEC work under the umbrella of Higher Education Commission (HEC). The key roles of QEC officials are:

• Conduct Audit visit for all program
• Conduct Institutional Performance Evaluation
• Conduct MS/M.Phil and Ph. D review visits
• Assurance of implementation of policies and procedures for good governance
• Evaluate student feedback on course and teacher and use their result in enhancement of academic programs
• Conduct session for faculty development and staff development
• Involve in making and implementing policies
• Conduct self-assessment of programs

5. How would IQA contribute to QA administrators and staff professionalism?

The IQA have a necessary element to contribute in the development of Faculty and staff. The IQA would contribute by conducting workshops and seminars on different topics.

6. How can IQA contribute to QA knowledge enhancement through enhancement of quality in teaching and learning?

QAA will work with national and international partners, agencies and various stakeholders to broaden countrywide institutional requirements and to examine the situation of quality in comparison to international standards. The execution of quality assurance while driving towards global similarity, draws out a procedure of sharing data, building capability, giving feedback, strengthening partners and developing commonly agreed sets of academic standards to be followed. The areas connected with one another give strength to accomplish the broader goals of quality assurance.

I am not sure by what means I should react but, hoping the good old 822
mail protocol is still working, let me simply write down my answers
below respondig to Dr Deepthi's  warm up questions one by one.  This
is also due to my repentance for not having been able to actively
participate in the the first two sessions.

   1. Why would a University/HEI need an IQA mechanism?
   My answer:
   HEIs are responsible for the quality of the higher education
   services they each provide. IQA is the primary mechanism by which
   they take the responsibility seriously.

   2. How would you implement an IQA mechanism – what protocols need to be
   followed?
   My answer:
   The IQA mechanism must be strategically implemented by the
   management of the HEI by specifying the allocation of the
   responsibilities and reporting lines, while, because IQA has to be
   endorsed somehow or other by some external quality assuring
   mechanism, it should be consistent and harmonized with a nationally
   or internationally recognized quality assurance principles and
   practices.

   3. How do you know whether the IQA in a University/HEI is doing what it
   should do?
   My answer:
   You need to have some standards against which to assess IQA
   mechanisms as well as the expertise to operate such standards.

   4. Who should be the responsible officials in a IQA? What roles should
   they take?
   My answer:
   The president him/herself or someone directly appointed by the
   president to the role as the IQA manager should be responsible for
   the IQA and take the roles as the ornanizer of the internal QA and
   the mediator between the IQA and EQA.

   5. How would IQA contribute to QA administrators and staff
   professionalism?
   My answer:
   IQA is, by definition, the practice by internal stakeholders on
   campus, so the commitment to IQA should lead to professional
   staff's enhanced integrity.

   6. How can IQA contribute to QA knowledge enhancement through
   enhancement of quality in teaching and learning?
   My answer:
   Actually the direction of the supposed contribution is the other
   around, by which I mean the real goal of good IQA is the
   enhancement and betterment of teaching and learning. QA, either
   internal or external, is just a tool for better provision of higher
   education services.
