- Why would a University/HEI need an IQA mechanism?
IQA mechanism is necessary to develop quality assurance processes, to implement self-assessment mechanism and to conduct periodic academic audit of the degree programs to safeguard the quality standards of Higher Education Commission (HEC).
- How would you implement an IQA mechanism – what protocols need to be followed?
For implementation of IQA mechanism, the Higher Education Commission constitutes Quality Enhancement Cell in every institute. The QEC strengthen the HEIs by internal review and self-assessment for External evaluation and implementing policies and procedure for good governance.
- How do you know whether the IQA in a University/HEI is doing what it should do?
The IQA mechanism evaluate by Peer-Reviews and accreditations visit via external assessment with the goal of enhancement in quality.
- Who should be the responsible officials in an IQA? What roles should they take?
The Quality Enhancement Cell is the responsible body for maintaining an Internal Quality Assurance (IQA) in an institute. The QEC work under the umbrella of Higher Education Commission (HEC). The key roles of QEC officials are:
- Conduct Audit visit for all program
- Conduct Institutional Performance Evaluation
- Conduct MS/M.Phil and Ph. D review visits
- Assurance of implementation of policies and procedures for good governance
- Evaluate student feedback on course and teacher and use their result in enhancement of academic programs
- Conduct session for faculty development and staff development
- Involve in making and implementing policies
- Conduct self-assessment of programs
- How would IQA contribute to QA administrators and staff professionalism?
The IQA have a necessary element to contribute in the development of Faculty and staff. The IQA would contribute by conducting workshops and seminars on different topics.
- How can IQA contribute to QA knowledge enhancement through enhancement of quality in teaching and learning?
QAA will work with national and international partners, agencies and various stakeholders to broaden countrywide institutional requirements and to examine the situation of quality in comparison to international standards. The execution of quality assurance while driving towards global similarity, draws out a procedure of sharing data, building capability, giving feedback, strengthening partners and developing commonly agreed sets of academic standards to be followed. The areas connected with one another give strength to accomplish the broader goals of quality assurance.

The Quality Assurance Council was set up at the University Grants Commission (UGC) 2004. It is the body which overseas the activities related to quality of Programs and Institutes of all 15 State Universities in Sri Lanka. In 2015 the UGC sent out a crcular to all 15 State Universities that they should set up an Internal quality Assurance Unit (IQAU) which would be responsible for the QA activities at a particular University.
This would be headed by a senior academic, most times a professor who would be directly responsible to the Vice Chancellor of the University. The IQAUs of the Universities were at different levels of progress. Thus in 2016 when I took on thiis job as Dirctor/QAC I proposed that we have a performance score card for the IQAUs so that they themselves could make a self evaluation of how good they were doing.
I was assited in this task by a senior education specilaist from the World bank.
The performance score which is now accepted by the UGC and is in effect was posted as reading amterial for you. It has 3 components as you would notice.
If you go through that you would know for yourself what a University/Insttute would have to do to set up an IQA mechanism and what aspects should be looked at for its progress.
A score is assigned to each aspect so that every quarter the Director of the IQAU of each University could make theiir progress reeport acocordingly and see how well they are doing. They need to report o the UGC also so that the QAC can see how well they are doing and what needs assistance.
