Introduction:
Internationalization in higher education is both a condition and a consequence of the globalization process of all branches of economy, production and service. It does not negate institutional and national specific features but ensures openness, transparency, competitiveness and responsibility of HEIs and higher education of individual countries. With the development of the internationalization of higher education, QA as the key factor of promoting trust to the quality of education gained special significance.
Trust to the quality of education is a condition for all tools of internationalization of higher education: student and teacher mobility, recognition of periods of study and qualifications, implementation of joint programmes and research. This was the factor which in the last 25 years has called to existence QA networks: INQAAHE global network, the regional networks APQN, ENQA and others. It also brought about bilateral and multilateral agreements between QAAs on doing joint research projects and visits, exchange of experience and experts, and conducting joint accreditation. Within six months COVID-19 pandemic closed the borders of the countries and the doors of HEIs and quality assurance of higher education. It would be of great importance to discuss the impact of the pandemic on the process of internationalization of higher education and QA.
Key questions to reflect on the topic:
1. How could we preserve and sustain internationalization processes in higher education and quality assurance?
2. How could the quality of new forms of higher education (on-line delivery, e-learning, etc.) be ensured?
3. How could we promote and ensure trust to the quality of the new forms of external review of HEIs (on-line external reviews, virtual site visits)?
