Introduction
As early as in the 1980s, B. R. Clark in the book of “The Higher Education System” summed up the higher education system of various countries into 3 modes, according to different national contexts and cultural traditions in different countries: (1) Continental Mode, mainly referring to state authority; (2) American Mode, referring to market authority; (3) British Mode, referring to academic oligarchy.
Under the Impact of COVID-19, with such a similar analysis, it is one perspective to observe governments’ roles in quality assurance of higher education. Three modes can describe the government as key players for higher education quality assurance under the impact of COVID-19: 1) The mode of Government Control; 2) The mode of Government Supervision; 3) The mode of Government Inaction.

1) During the COVID-19 pandemic, what kind of important policies did your government issue to ensure the quality of online teaching and higher education in your country?
2) During the COVID-19 pandemic, what effective measures did your government take to strengthen quality assurance of higher education?
3) What actions do you think your government should take to improve the quality of higher education and ensure the sustainable development of higher education in the Post-Pandemic Era?
