Dr. Galina Motova is Deputy Director of the National Centre for Public Accreditation (NCPA), Russia. She obtained her PhD degree and DSc. degree in Moscow State Pedagogical University.
She has more than 25 year work experience in the field of quality assurance including senior positions in the National Accreditation Agency (NAA) (1995-2009) and the National Centre for Public Accreditation (2009 until now).
Galina Motova is rightly considered to be one of the founders of the system of quality assurance in the Russian Federation and a leading researcher into the field of quality assurance, who has participated in the development and implementation of QA criteria and polices at the national level. She is among the authors of the Russian National Reports to the Bologna Process Conferences of Ministers responsible for Higher Education (2007, 2009 and 2015).
Dr. Motova as Editor-in-Chief of the journal “Accreditation in Education” (established in 2005) has put a lot of effort into promoting quality assurance, best national and foreign practices in Russia and abroad.
Being the Executive Director of the Guild of Experts in Higher Education since 2006 (the organization which involves over 1000 members) Galina Motova has lectured widely on the current issues of education and quality assurance, organized conferences, forums, workshops, and webinars to the various audiences at the national and international levels. She has co-coordinated numerous accreditation exercises of Russian and foreign higher educational institutions, participated as an expert and as an observer in international quality reviews of HEIs. Dr. Motova has been included in the ENQA pool of experts for ENQA-coordinated reviews of QAAs.
Due to Dr. Motova untiring effort NCPA today is a full member of ENQA, INQAAHE, CEENQA and APQN. NCPA is listed in EQAR (European Quality Assurance Register) and APQR. In 2006-2010 Galina Motova was elected Member of the Steering Committee of the Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEENQA). In 2016-2019 was elected Member of the 5th APQN Board Directors. In 2019 she was elected to the 6th APQN Board of Directors.
She has published widely on quality assurance issues and authored and co-authored more than 200 publications. She has also been awarded the title of Honored Worker of Education of the Russian Federation.
