1 Criterion: Nature of the operations of the agency:

education institutions or post-secondary quality assurance agencies
Description: The Joint Quality Review Committee (JQRC) is an independent corporate quality assurance body established in August 2005 by the Heads of Universities Committee (HUCOM) constituted by the eight institutions under the aegis of the University Grants Committee (UGC) in Hong Kong. Its major function is to provide for the peer review of the quality assurance processes of the self-financed sub-degree programmes of these institutions. The eight member institutions are City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Chinese University of Hong Kong, The Hong Kong Institute of Education, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology, and The University of Hong Kong.

The establishment of JQRC is a quality assurance initiative by the HUCOM member institutions, which are self-accrediting, to provide for enhanced quality and greater public accountability in respect of their self-financed sub-degree programmes, which are offered through continuing education units and community colleges, or other departments of the institutions. The eight institutions under HUCOM are the major publicly funded degree-granting institutions in Hong Kong and they are also the major providers of sub-degree programmes in Hong Kong at present.
2 Criterion: Mission statement and objectives:
Measure: The agency has formulated a mission statement and objectives which are consistent with the nature of the agency
Description: The objectives of JQRC are to operate within the limits of institutional autonomy, and act on behalf of the members to:
1. provide for and implement a framework for peer review capable of assuring the quality of self-financing, sub-degree programmes of the continuing education units and other departments or colleges of the members;
2. advise the members on the appropriate placement of these sub-degree programmes in the Qualifications Register to be drawn up by the Education Bureau in Hong Kong;
3. advise the members, as requested, on the standards of, and, if requested by a member of the Company, to validate, any self-financing programme which the member intends to offer; and
4. assist the members to maintain and improve the quality of the provision of self-financing, sub-degree programmes through formative feedback and sharing of good practice.

The remit of JQRC covers the quality assurance processes for the self-financing sub-degree programmes offered by the continuing education units, community colleges, and other departments / divisions of the institutions. JQRC does not perform an accrediting role but conduct reviews of institutions to ensure that the internal quality assurance processes of the member institutions for self-financed sub-degree programmes are rigorous and are properly implemented.

In addition to its review function, JQRC has a role in promoting good practices in quality assurance, and advising the Government and institutions on matters and policies related to quality and standards of sub-degree programmes.In furtherance of its objectives, JQRC has been engaged in a number of projects which help to promote the quality of Self-financed Sub-degree Programmes, examples of which include:

Description: JQRC Secretariat consists of full-time and part-time staff members. All staff are appointed by and report to the Board of Directors via the Executive Director.Project Teams are formed from time to time to assist in various areas of work and in externally funded projects.

The Board conducts regular meetings to formulate the long-term strategic plans of JQRC and determine the overall direction of its work. It sets the review approach for the peer review of the Self-financed Sub-degree Programme Units of member institutions, appoints an Academic Council to undertake the implementation of review activities, and considers review reports and outcomes.

The Academic Council comprising Directors and a number of senior academics from both member and non-member institutions and also professionals from industry/commerce, formulates strategies and advises on and implements the quality assurance framework for the peer review of the Self-financed Sub-degree Programme Units of member institutions.The current membership of the Academic Councilis:

5 Criterion: Independence:
Measure: The judgements and recommendations of the agency’s reports cannot be changed by third parties
Description: In order to underline the independence of the review process, the members of the Board of Directors are drawn from the Institution Proper, instead of the Self-financed Sub-degree Programme Units (SSPUs) of the member institutions. Besides being drawn from Board of Directors and Academic Council, the review panels also include experts who are from outside the JQRC institutions such as members from professional bodies, and other private institutions.

Furthermore, JQRC is not funded by the Government and its decision is independent from the Government. Thejudgments and recommendations of JQRCâ??s review reports cannot be changed by third parties.
6 Criterion: Resources:
Measure: The agency has sufficient resources to run its operations in accordance with its mission statement and objectives
Description: The establishment of JQRC is highly supported by the University Grants Committee (UGC) and the Education Bureau (EDB) of the Hong Kong Government. Initial funding of a start-up grant was given by the UGC. Member institutions contribute every year to the budget of JQRC to make it a sustainable entity. Resources are adequate for JQRC to run its operations.
7 Criterion: External quality assurance criteria and processes:
Measure: The description of the processes and criteria applied should be transparent and publicly available and normally include:
self evaluation, site visit, public report and follow-up measure
Description: The major remit of JQRC is the implementation of a framework of quality assurance, based on peer review, for the Self-financed Sub-degree (SFSD) programmes of member institutions. This quality assurance framework builds upon the internal quality assurance mechanisms of the institutions and takes into account their self-accrediting status.In the inception of the quality assurance framework, JQRC has adopted a two-stage approach, starting with a Preview which is then followed by the Institutional Review (IR).

The Preview is a major stock-taking of the quality assurance processes at the Self-financed Sub-degree Programme Units (SSPUs) of the member institutions of JQRC. It serves as a preparation for the full IR. The IR is the second stage of the JQRC review framework for the SSPUs. This follows the Preview stage and is a more in-depth investigation and review of the quality assurance processes used to ensure the quality of SFSD programmes.IR is more evidence-based and involves the provision of evidence of quality assurance processes as applied to programmes. It is also a more interactive process compared to the Preview, involving site visits and an interactive dialogue with the personnel of the Institutions / SSPUs.

To help ensure the quality of SFSD programmes of JQRCâ??s member institutions, JQRC has another role in assessing these programmes for classification and placement onto the Qualifications Register (QR), the online database of programmes of the Hong Kong Qualifications Framework (QF).

To quality assure the qualifications registered on the QR, and to engender public confidence and acceptance of the qualifications, a quality assurance mechanism is set up. All QF-recognized qualifications are quality assured by an appropriate authority. JQRC is responsible for the Self-Financed Sub-Degree programmes of self-accrediting institutions under the University Grants Committee.

The processes and criteriaapplied are transparent and publicly available.

Description: The governing body of the JQRC is its Board of Directors which consists of the top management of the Institution Proper of its eight member institutions. The direct and active involvement of the top management of the Institution Proper steers JQRC towards the right strategic direction within Hong Kongâ??s highly developed higher education system.

At the implementation level, the Academic Council and Secretariat Office conduct regular internal reviews of the working procedures and methodologies.Latest practices and trend of the quality assurance in higher education are observed and implemented accordingly. Review meetings are also conducted with member institutions and external experts to consolidate opinions and comments to improve the quality of JQRC. Specific comments are solicited from different stakeholders regarding particular projects carried out by JQRC.

Institutional Member Criteria:
Measure: Institutional Members are institutions of higher education in the region that are in good standing with the relevant quality assurance agency if one exists.

Measure:Associate Members are organisations with a major interest and active involvement in evaluation, accreditation and quality assurance in higher education, but without the responsibility for assuring the quality of institutions, education programs, or external quality assurance agencies
