Dear Angela, As far as I am concerned, the IQA mechanism plays an very important role in promoting the quality of HEIs,Which monitors every link relating to the QA,urges relative activitives held perfectly,encourages everyone to take part in actively as well as promotes the awareness of every stakeholds' paticipation.But as the survey about the QA state qua in Asia-pacific region(will be published soon) ,APQN and IQAAHE jiontly finishing, shows that the importance of IQA machanism has been awared by most HEIs, but the establishment and effectiveness of the machanism in most HEIs haven't been conerned about.The questions today are so meaningful and really worth deep thinking and discussing

hello everyone,

The Quality Assurance Council was set up at the University Grants Commission (UGC) 2004. It is the body which overseas the activities related to quality of Programs and Institutes of all 15 State Universities in Sri Lanka. In 2015 the UGC sent out a crcular to all 15 State Universities that they should set up an Internal quality Assurance Unit (IQAU) which would be responsible for the QA activities at a particular University.
This would be headed by a senior academic, most times a professor who would be directly responsible to the Vice Chancellor of the University. The IQAUs of the Universities were at different levels of progress. Thus in 2016 when I took on thiis job as Dirctor/QAC I proposed that we have a performance score card for the IQAUs so that they themselves could make a self evaluation of how good they were doing.

I was assited in this task by a senior education specilaist from the World bank.

The performance score which is now accepted by the UGC and is in effect was posted as reading amterial for you. It has 3 components as you would notice.

If you go through that you would know for yourself what a University/Insttute would have to do to set up an IQA mechanism and what aspects should be looked at for its progress.

A score is assigned to each aspect so that every quarter the Director of the IQAU of each University could make theiir progress reeport acocordingly and see how well they are doing. They need to report o the UGC also so that the QAC can see how well they are doing and what needs assistance.

Please do go through the performance score and permit me to expalin how helpful this could be in the development of teaching/learning aspects in programs and Universities.

Dear all, the following are some of my thougts on the first question. I will move on to the other quations tomorrow. Thank you!

IQA is core to the university/HEI in building a quality culture for the staff, students and all stakeholders (even the society). It is something that shall come before EQA since it shall be organic and deeply-rooted in the context, culture, and the characters of a university/HEI. It is arguable that IQA is even more essential than EQA in terms of sustainability, as I believe, IQA is self-motivated mechanism. And if an IQA is well developed and mature enough, the EQA will then serves as the tool to support and to advance the IQA system. Thus, building a mature IQA mechanism is essential for a University/HEI.

I do agree that the IQA contributes to building a quality culture for the staffs and it is also helpful to form the quality culture in HEIs from policy, awareness as well as behaviors.The muture IQA machanism is at the aspect of policy, which will promote whole stakeholders' awareness of the importance of QA and lead to the active behaviors.So the perfect machanism is the basis of quality culture, which can change people's real attitude toward HEQA from passive complaint to active behaviors.

Thank you very much for sharing your thoughts. I agrree very much that an IQA is the core to ensure and sustain QA at the site. Hence a well oiled and running IQA is an absolute prerequisite for QA at program and Institute level.

Please do share any experiences you have of IQA performance and its contribution.

I was expected to visit the IQAUs in our Universities with a World Bank personnel during his visit here. We could visit only 3 Universities.

It was indeed encouraging to note that the performance score card was really helpful since it was providing a guidance as too the directions to move on.
A crucial aspect of an IQA is to keep records of QA activities at site.

Each University also has an IQAU management committee which is headed by the Vice Chancellor himself. The IQAU dierector is also expected to report at the monthly Senate meeting. So this is taken very seriously by the academic community. The IQAU director is assisted by a coordinator of an internal quality assurance cell at Faculty level. So a composite of QA activities is colated and reported by the IQAU director at the Senate meeting. All three Universirtities were performing at acceptable levels. Of course improvements are possssible always. We at the QAC of the UGC assist when an IQAU has a snag in getting things done.

Do share your experiences. I am sure we will be enriched by them.

Thank you so much for the comments and sharing. I agree that the full functioning IQA needs active stakeholders, especially the headteacher/vice chancellor, to participate in creating the quality culture as a whole. It is really encouraging to learn from your experience. Thank you!

I also agree with Dr. Grace. IQA is essential to improve the quality of universities. Also, the primary responsibility of it lay in the universities themselves.
In order for IQA to function well, I believe it is important for collaboration between departments under a clear responsible person (generally the president). Regarding the contribution of IQA to QA Knowledge enhancement, I think it is necessary to take place FD programs in an IQA mechanism.

IQA mechanism is necessary to develop quality assurance processes, to implement self-assessment mechanism and to conduct periodic academic audit of the degree programs to safeguard the quality standards of Higher Education Commission (HEC).

  1. How would you implement an IQA mechanism – what protocols need to be followed?

For implementation of IQA mechanism, the Higher Education Commission constitutes Quality Enhancement Cell in every institute. The QEC strengthen the HEIs by internal review and self-assessment for External evaluation and implementing policies and procedure for good governance.

  1. How do you know whether the IQA in a University/HEI is doing what it should do?

The IQA mechanism evaluate by Peer-Reviews and accreditations visit via external assessment with the goal of enhancement in quality.

  1. Who should be the responsible officials in an IQA? What roles should they take?

The Quality Enhancement Cell is the responsible body for maintaining an Internal Quality Assurance (IQA) in an institute. The QEC work under the umbrella of Higher Education Commission (HEC). The key roles of QEC officials are:

  • Conduct Audit visit for all program
  • Conduct Institutional Performance Evaluation
  • Conduct MS/M.Phil and Ph. D review visits
  • Assurance of implementation of policies and procedures for good governance
  • Evaluate student feedback on course and teacher and use their result in enhancement of academic programs
  • Conduct session for faculty development and staff development
  • Involve in making and implementing policies
  • Conduct self-assessment of programs
  1. How would IQA contribute to QA administrators and staff professionalism?

The IQA have a necessary element to contribute in the development of Faculty and staff. The IQA would contribute by conducting workshops and seminars on different topics.

  1. How can IQA contribute to QA knowledge enhancement through enhancement of quality in teaching and learning?

QAA will work with national and international partners, agencies and various stakeholders to broaden countrywide institutional requirements and to examine the situation of quality in comparison to international standards. The execution of quality assurance while driving towards global similarity, draws out a procedure of sharing data, building capability, giving feedback, strengthening partners and developing commonly agreed sets of academic standards to be followed. The areas connected with one another give strength to accomplish the broader goals of quality assurance.

I am not sure by what means I should react but, hoping the good old 822
mail protocol is still working, let me simply write down my answers
below respondig to Dr Deepthi's  warm up questions one by one.  This
is also due to my repentance for not having been able to actively
participate in the the first two sessions.

   1. Why would a University/HEI need an IQA mechanism?
   My answer:
   HEIs are responsible for the quality of the higher education
   services they each provide. IQA is the primary mechanism by which
   they take the responsibility seriously.

   2. How would you implement an IQA mechanism – what protocols need to be
   followed?
   My answer:
   The IQA mechanism must be strategically implemented by the
   management of the HEI by specifying the allocation of the
   responsibilities and reporting lines, while, because IQA has to be
   endorsed somehow or other by some external quality assuring
   mechanism, it should be consistent and harmonized with a nationally
   or internationally recognized quality assurance principles and
   practices.

   3. How do you know whether the IQA in a University/HEI is doing what it
   should do?
   My answer:
   You need to have some standards against which to assess IQA
   mechanisms as well as the expertise to operate such standards.

   4. Who should be the responsible officials in a IQA? What roles should
   they take?
   My answer:
   The president him/herself or someone directly appointed by the
   president to the role as the IQA manager should be responsible for
   the IQA and take the roles as the ornanizer of the internal QA and
   the mediator between the IQA and EQA.

   5. How would IQA contribute to QA administrators and staff
   professionalism?
   My answer:
   IQA is, by definition, the practice by internal stakeholders on
   campus, so the commitment to IQA should lead to professional
   staff's enhanced integrity.

   6. How can IQA contribute to QA knowledge enhancement through
   enhancement of quality in teaching and learning?
   My answer:
   Actually the direction of the supposed contribution is the other
   around, by which I mean the real goal of good IQA is the
   enhancement and betterment of teaching and learning. QA, either
   internal or external, is just a tool for better provision of higher
   education services.

I really like the answer to question 2. "The IQA mechanism must be strategically implemented by the management of the HEI by specifying the allocation of the responsibilities and reporting lines, while, because IQA has to be endorsed somehow or other by some external quality assuring mechanism, it should be consistent and harmonized with a nationally or internationally recognized quality assurance principles and practices."
It suggests that there is a delicate relationship between the IQA and EQA, which shall both be national and international. And the endorsement from such national and international quality assurance agency can help guaranteeing and keeping the basic standard and quality of the IQA mechanism. That is, as the Chinese saying "you don't cover your head to do things diligently, but open your eyes and ears and learn from what is around you as well." Focusing too much on the internal mechanism may somehow expose the HEIs in the situation which it miss its focus. Thus, the delicate balance between the IQA and EQA is essential.
